We are looking for a strong programme manager with a business development background to run our existing EA project portfolio and deliver regional growth through business development, networking, fundraising and innovation. You will have a proven track record in the design and delivery of projects in a renewable energy and/or international development context and proof of fundraising success in both the donor and the private sector.

Reporting to an East African board of trustees and a Global Programme Manager and working on the ground directly through local private and not for profit partners, you should be a self-starter, a clear communicator and results orientated. Request for Proposal for Selection of Firms for Uwezo Fund Capacity Building Programme Service Providers
The Ministry of Devolution and Planning, in fulfillment of part of its mandate as the Ministry responsible for women and youth affairs under the Presidency, has put in place an Uwezo Fund Capacity Building Programme that seeks to promote informed and effective participation of target beneficiaries of the UWEZO Fund by providing them with a broad range of business development services and mentorship opportunities.
The specific objectives of the UWEZO Fund capacity building program will include;

i. To facilitate potential UWEZO Fund beneficiaries with business development service.
ii. To facilitate the youth and women to form businesses that will consolidate the individual enterprises into groups that can qualify to apply for UWEZO Fund and public procurement requirements.
iii. To improve youth and women entrepreneurs capacity to do business through training
iv. To facilitate full utilization of the 30% procurement preference provision for youth and women in all government tenders and contracts.
v. To link youth and women owned enterprises with corporate business for collaboration and support.
Key Focus Areas for UWEZO Fund Capacity Building Program;
i. Focus Area 1: Dissemination of General Information on UWEZO Fund.
ii. Focus Area 2: Provide Business Development Services and Mentoring to Youth and Women groups.
iii. Focus Area 3: Table Banking Concept.
iv. Focus Area 4: Promote Access to Public Procurement Opportunities in a Devolved Context.
The Ministry of Devolution and Planning now invites request for proposals from qualified organizations for the selection of firms for Uwezo Fund Capacity Building Programmes service providers.
Expected Profile of UWEZO Fund Capacity Building Service Providers;
i. Should have capacity to translate the training programmes into local languages in the areas they expect to work.
ii. Should have capacity and (previous) experience to develop and assist in the carrying out of entrepreneurship campaigns.
iii. Demonstrate experience in carrying out trainings for Youth and Women Programmes on business planning and business modeling.
iv. Experience in developing commercial youth and women entrepreneurship programmes or projects in Kenya and/or Africa.
v. Participation in youth and women employment initiatives and research within Kenya and East Africa
vi. Global entrepreneurship development networks that will incorporate a world-class/best practice perspective in the programme.
vii. Must have practical related existing linkages with business, government academia and other stakeholders
viii. Operational in Kenya with an active field presence for at least 3 years.
ix. Acceptance of a direct performance contract where payments will be abased on proven outputs rather than time-based and activity payments.
x. Capacity and willingness to meet the reporting, monitoring and evaluation requirements.
Scope of operation
 The Uwezo Fund Capacity Building Program will be implemented across the 47 counties. Interested UWEZO Fund capacity building service providers should indicate the specific focus area they would like to participate in and their regional operational capacity (National / County).
 The implementation of the initial UWEZO Fund capacity building programme is 12 months.

Transparency International–Kenya (TI-Kenya) is a not-for-profit organization founded in 1999 in Kenya with the aim of developing a transparent and corruption free society through good governance and social justice initiatives. TI-Kenya is one of the autonomous chapters of the global Transparency International movement that are all bound by a common vision of a corruption-free world. TI-Kenya is currently implementing programmes with the objectives of: strengthening governance in targeted institutions; developing effective policy and legislative environment; and, strengthening the capacity of the public to recognize and fight corruption. TI-Kenya’s 2012-2017 strategic plan identified water and education sectors for its interventions. It is in this regard that TI-Kenya wishes to recruit a Programme Officer for its service delivery sub-programme (water and education).
Overall Purpose of the Job: To develop and implement interventions geared towards promoting transparency, accountability, integrity and, generally good governance, in the water and education sectors by strengthening governance in targeted water and education public institutions; developing effective policy and legislative environment in the water and education sectors; and, strengthening the
capacity of the public to recognize and fight corruption in the water and education sectors.
The Programme Officer will work under the supervision of the Programme Coordinator - Citizen Demand and will be responsible for providing support for the delivery of the targets of the water and education sub-programme within the Citizen Demand Programme. In these duties, the Programme Officer will be responsible for ensuring that activities are executed in the stipulated timeframes and standards.
 Provide advice and technical support to governance institutions in the water and education sector in
Kenya, donors and partner NGOs on strategy, policy, implementation and monitoring of citizen demand programmes.a) Ensuring that contracts, grants, project/programme design and implementation are in line with TI Kenya policies and procedures. Supporting the orderly operation of the programme, in line with
established procedures and within established budgets including:Coordinate, manage and promote TI-Kenya water and education sub-programmes/projects in collaboration with other TI Kenya staff.Oversee and coordinate all aspects of the water and education sub-programme including conceptualization of projects/activities, staffing and resource mobilisation.Ensure that technical programme documents relating to water and education are fully reviewed, discussed and appropriately disseminated. This task includes support to research, data collection and report writing.Design and implement outreach initiatives on good governance and corruption prevention targeting all relevant stakeholders.Work with the communication team to produce Information, Education and Communication (IEC) materials on governance in the water and education sub-programme and overall publicity of TI Kenya’s work.In liaison with the Research Officer, facilitate research on governance in the water and education sectors in Kenya.Ensure that activities are implemented and reporting done in a timely and cost effective mannerAssist in developing the programme’s strategic plan and budget as well as outlining key activities to be undertaken.Assist in the development and implementation of strategies that would promote systemic, legal, administrative and institutional change to strengthen the fight against corruption and effective public service delivery in the water and education sectors.Providing technical support to project partners in the development of sound water and education programmes, and their design, implementation, monitoring and evaluation;Providing technical support to partners in the development of national policies/legislationb)  Managing projects and partners’ and service contracts, including, inter alia:Support the identification and recruitment of qualified service providers and staff.Ensure efficient and proper filing systems and coordinate other information management systems relating to water and education sub-programme;Monitoring of expenditures, ensuring that partner inputs are properly accounted for and arrangements for payment of recurrent and other expenditures are timely;3. Strategic Development - Develop/design and implement a water and education intervention strategy for TI-Kenya that promotes the overall goals of the organization, i.e institutions that are efficient and deliver quality services and a society that upholds and promotes integrity.Define priorities and objectives of the water and education sub-programme;Ensure synergies between the water and education sub-programme and other TI Kenya programmes.Provide support to the Programme Coordinator in the development and review of the Citizen Demand programme and TI Kenya overall strategic plan implementation.Analyze existing laws and those being proposed, policies, academic papers, case law and comparative studies in other jurisdictions that relate to water and education in Kenya and continuously design and implement advocacy measures that would lead to reduction of risks of corruption and misappropriation of resources in the sectors ; promote responsive, effective and coordinated county service delivery; strengthen structures of oversight and accountability mechanisms in the water and education sector at national and county governments; and, establish effective mechanisms of public participation in water and education governance processes, especially the marginalised and minority groups;Gathering and analyzing information on regional and international best practices, adapting the same and sharing knowledge to support the growth of devolved governance and extractive industries;4.  Coordination/External RelationshipsMaintain constructive working relations with the government, civil society, multilateral agencies and other partners and stakeholders to share experiences, promote and mainstream transparencyMaintain collaborative programmes and relationships with partner organizations to promote transparency and accountability in the water and education sector;Supporting capacity-building of partner institutions in the water and education sector;Provide technical support to project partners in the development of sound policies for transparent and accountability initiatives in the water and education sectors;5.  Good Practice and Institution LearningProviding technical support for the development of structured opportunities to facilitate internal and partner learning for decision-making and influencing practiceProvide technical support for the development of structured opportunities of institutional learning including project reviews, monitoring and evaluation, highlighting success stories and lessons learnt and development of best practices.6.  Resource Mobilisation/Budget managementDevelop appropriate fundraising strategies as well as sustainable alternative revenue sourcesIdentify and secure funding for the water and education sub-programme in accordance with budgetary projectionsTracking programme expenditure against budgets7.  Reporting - Preparing and/or contributing to development of quality and timely activity and periodic narrative and financial reporting to different partners and stakeholders.

Collect, process and verify financial capability activity data forms and maintain. YouthSave database by entering new and updated monitoring data collection forms from Mentors. Assist with processing administrative matters within the project in order to support and ensure successful project implementation.

Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir.  Currently, we have a staff complement of approximately 230 staff and expenditure of approximately US$15 million this year.

Project Data Management

Collect, organize, and verify accuracy of data before it is captured into database.Documentation and data management of YouthSave data/information.  Save the Children received co-funding from both ECHO and DFID to support the Ministry of Health (MOH) to implement High Impact Nutrition Interventions (HINI) in Wajir and Mandera Counties starting from 1st July 2012 to 31st December 2013. The support to the MOH is provided in accordance with the new implementation strategy that shifts the responsibility of implementation of HINI programme activities to the Ministry of Health, with technical, logistical and financial support provided by Save the Children. The High Impact Interventions (HINI) are being implemented at both health facilities and hard-to-reach areas.Save the Children is currently supporting the MOH to implement High Impact Interventions, as adoption of the new strategy of indirect nutrition programme implementation. This process needs to be documented systematically so as to capture key challenges; best practices and lessons learnt which would then be shared with the MOH, Donors and other stakeholders for further scale up to other counties. Ultimately such lessons learnt, best practices and discussions should feed into the review of relevant national nutrition policies and guidelines.To document in both narrative and film selected aspects of the current Save the Children nutrition programme in Wajir and Mandera Counties. The review of this documentation by Save the Children will help in the determination of best practices and lessons learnt.The scope of this consultancy includes, but is not limited to, the following:
a) Develop tentative consultancy work-plan
b) Narrative and film documentation of the health and  nutrition programmes, focusing on the following areas:
 1) Provision of technical support by Save the Children to MoH key nutrition and health  staffs Advantages of the current implementation strategy over the previous direct implementation.What is the sustainability of the HINI activities in the districts?2) The provision of logistical support to Ministry of Health to deliver High Impact Nutrition Interventions (HINI) in hard-to-reach areas.What are the types and quantity of logistical support provided to the Ministry of Health?What logistical support is usually provided to MOH? Have solid working knowledge (practical skills) in the following areas: OVC, HBC, VCT, Counseling, ART, gender issues and social determinants of health.   Experience in dealing with local community structures.At least 3 years’ experience in HIV/AIDS project management with at least 2 years of administrative or managerial responsibility, preferably in an NGO setting.Significant experience in implementing integrated OVC and HIV/AIDS projects will be an added advantage.Key Skills and Personal AttributesProven experience in capacity building and transfer of competencies.Ability to build collaborative relationships within and outside the organization, particularly with Ministry of Gender, Children and Social Development (MGSCD); Ministry of Education; and Ministry of Health; Ministry of Agriculture and other stakeholders. Job Title: Kenya Arid and Semi-Arid Lands (ASALs) Resilience Programme (ARP) Livelihoods Project Officer
 Reporting to: Senior Programme Officer, ARP
 Department: Kenya Country Programme
 Location: Nairobi, with frequent travel within the ASAL regions of Kenya
 To be an active member of the Kenya ASALs Resilience Programme (ARP) team contributing to the delivery of its integrated livelihoods/DRR/humanitarian programme. In particular, to provide dedicated support to a new project funded by DFID, especially in the preparation of quarterly donor reports. The project will be implemented with the Diocese of Lodwar, Turkana, and carried out in collaboration with government offices, such as the NDMA, as well as other implementing agents.
 In recognition of the chronic and cyclical nature of drought in Kenya’s ASAL regions, Trócaire has modified its programmatic approach and developed an integrated ASALs resilience programme. Within the ARP humanitarian responses are situated within a broader and longer term DRR and sustainable livelihoods context. In addition, components from other programme areas, such as Governance and Human Rights, are incorporated to address underlying mechanisms that currently undermine coping strategies. The programme has a team of 3 led by a Senior Programme Officer (SPO).
 Within the context of the ARP, support the implementation of the ARP-Loima project in Turkana.design and oversee a project-specific monitoring and evaluation plan.compile all donor and internal reports (narrative and financial) for the project, with input from the partner and under the guidance of the SPO.in conjunction with partners, ensure that agreed reporting schedules (financial and narrative) are met, all reports respond to the relevant project indicators and that they are in line with institutional funding requirements and organisational policy.liaise with members of the finance team to ensure that all financial reports are reviewed and signed off in a timely manner.provide ongoing and comprehensive technical support to the DoL in the implementation of the projectcarry out regular field trips to the partner, the Diocese of Lodwar (DoL), its communities and other implementing agents to provide ongoing oversight of the project’s progress against the agreed workplan, budget and other programming commitments.facilitate capacity building for the partner including on the job training, workshops, exchange visits and formal training courses in project, technical and organizational issuespropose and support constructive solutions to emerging issues and unexpected events in the light of field visits and ongoing communication with the partner.ensure that partners have appropriate monitoring and documentation systems in place to gather the information needed in a timely fashion.carry out administrative procedures (through the Document Library and Agresso systems) in relation to the project and in conjunction with the Programme Administrator.ensure that learning from all forms of review and evaluation is applied to the project and amendments are implemented as agreed.work with partners to gather lessons learnt, best practice and stories of change across the projectidentify and document lessons learnt; collecting information for case studies from the fieldfacilitate learning amongst partners and ensure that this is captured and shared, including with colleagues in Trócaire.support the SPO (and, whenever necessary, regional and Head Office staff) in monitoring food security, livelihoods trends and humanitarian needs that may undermine food security and livelihoods in the fragile Kenya ASAL Ecosystems.and with the rest of the team ensure case studies are documented and shared and materials for the web are regularly produced.other project related work may be assigned by the SPO according to programme needs.ensure that all relationships with partners are in keeping with the principles and values set out in the organisational Partnership Policy.using the Partner Capacity Building Framework, develop partner capacity building plans to strengthen and support partners in areas where they are weak, and together establish clear targets and indicators and review on a regular basis.work with the SPO and members of the finance team to ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that it is undertaken with new partners prior to making any commitments.promote accountability of partners to target communitiespromote and strengthen partnership with government particularly in building capacity of duty bearers in target communities.Networking and communications:
Under the direction of the SPO and as a team member:represent Trócaire in relevant assessments, forums and networks.maintain relationships with donor agencies, church partners and other groups working on the ARP.liaise with local government officials and ensure that partners keep local authorities informed of Trócaire supported programmes.accompany visitors (Trócaire or external) to programme sites and carry out promotional or media work as directed from time to time.contribute to the development of a quarterly newsletter for the ARP programmeprovide material for Trócaire’s Communications, Campaigns, Fundraising and Education units as required.coordinate with the SPO to ensure effective communication with the organisational programme team in Maynooth.under the guidance of the SPO participate in relevant thematic working groups, networks and learning forums, nationally and possibly internationally in order to improve programme and advocacy learning, sharing and impact.Programme Evaluation and Development:
At the request of the SPO contribute to the:ongoing analysis of the sustainable livelihoods sector in Kenya and global developments within the field.completion of the Annual Programme Review process, incorporating clear evidence of progress and challenges and adhering to internal and external reporting requirements.completion of mid-term and end-of-project/programme evaluations, annual development of the ARP programme and design of any new programmes.ensure that the learning from the evaluation process is explicitly incorporated into future project implementation.adopt evaluation methodologies that maximise opportunities for learning for Trócaire and the Partners.support the SPO and Regional Institutional Funding Officer (RIFO) in identifying new institutional funding sources for the programme.support the SPO to ensure that all institutional funding for the programme is managed in line with donor requirements and that reports are compliant with donor needs, including Irish Aid (IA) and Trócaire’s internal needs.ensure that partners are aware of the grant management and reporting requirements of back donors and where necessary provide training and support to partners in order to meet these demands.Additional details of exceptional aspects of the jobkeep abreast of developments in the development sector as a whole and within livelihoods/ humanitarian/ DRR sector in particular.undertake other agreed tasks related to Trócaire sustainable livelihoods and humanitarian programming and projects as needed such as assistance with preparation of proposals, reports, project summaries, monitoring visits etc. at the request of the SPO.Qualifications, Attributes and Other requirements specific to the role
