Who we are

Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. 
In Tanzania, Oxfam is working in Shinyanga, Dodoma, Morogoro,Tanga, Manyara and Arusha Regions to implement three change goals that have been identified in the country strategy for 20 10/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women’s livelihoods), Gender Justice — equality for women and Social Justice centred in active citizenship and effective governance for quality essential services.

We are currently looking for a dynamic and knowledgeable Social Justice Programme Coordinator to enhance the impact of our work in Tanzania.

The role
  • You will lead the development of the Social Justice Programme within the Oxfam’s country programme forTanzania. 
  • This will involve building on learning from the existing and prior programmes. 
  • These  programmes include an accountability programme built around active citizens taking action for change (Chukua Hatua Project), an education programme where students are engaging in the accountability of the Tanzania education system to deliver a quality education (Student Barazas Project).
  • You will coordinate and manage these teams to update and design where necessary creative and innovative approaches for facilitating governance and education projects that can have significant impact across the country. 
  • You will develop donor proposals and lead on the ongoing liaison with donors, including ensuring that donor reporting requirements are met. 
  • You will be an active member of the country management team providing leadership on the social justice programme, supporting colleagues to ensure collective ownership of and responsibility for the programme is held. 
  • You will manage a team of 7 staff and work with more than 8 partner organisation, as well as ensuring that effective monitoring evaluation and learning systems are in place. 
  • You will also ensure that the project and other associated initiatives incorporate Gender, HIV and AIDS mainstreaming.

The person
  • To be successful you will have strong knowledge, technical competence and experience with creating and delivering complex development programmes. 
  • Good interpersonal and communication skills have experience in facilitating, empowering and listening to people and putting people first in your work, using participatory methodologies. 
  • You will also have good conceptual and analytical skills.
  • You will be a team player, able to work independently and self motivated. 
  • You will be culturally and politically sensitive with the ability to solve complex problems as well as influence policy and practice of other key stakeholders. 
  • You should have demonstrable negotiation skills, project management and strategic planning skills. 
  • Fluency in written and spoken English is essential, Kiswahili would be an advantage.

The Rights and Citizenship aims to develop a critical and representative civil society rooted in the power of citizens who take action to bring about a democratic, just and pluralistic society. Spearheads are women’s rights, good governance, sexual and reproductive rights and equal rights and treatment for Lesbian, Gays, Bisexuals and Transgenders (LGBTs).

As a member of the global Rights and Citizenship team and reporting to the Regional Director, the programme officer contributes constructively and positively to the overall and regional Hivos policies in this field; positions Hivos in the region in line with its’ policies; initiates and coordinates innovative and creative programmes and initiatives that contribute to Hivos Rights and Citizenship objectives, forges strong relationships and builds supportive networks with relevant stakeholders notably in civil society and takes responsibility for the administration and management of the Rights and Citizenship partner portfolio.

The person

  • An academic background, with a masters degree in a relevant field;

  • Proven experience in project management and implementation;
  • Track record in programme development in the field of human rights and gender equality;
  • Affinity with developmental, political and socio-economic issues;

Responsible For: Developing, Implementing and monitoring the implementation of PT’s Youth Movement and Ecology
Purpose of the position:
  • To establish relationships with youth groups in informal settlements and provide technical support in the design, implementing and review of the organization’s Mwamko wa Vijana and Ecology activities;

NGO Security Program (NSP)

OVERALL OBJECTIVES

The Somalia NGO Safety Program (NSP) aims to reduce the risks posed to program personnel and assets of NGOs operating in Somalia through the provision of coordinated and tailored security analysis and management support. NSP provides regular reporting and analysis of the significant developments in Somalia and the region, specialist safety advice to individuals and agencies, security training including first aid training at the individual and senior management level, and in select cases critical incident management support.

The Somalia NGO Consortium created the NGO Security Preparedness and Support Program (NGO SPAS) in 2004 after the targeted assassination of aid workers in Somalia. In April 2009, with the addition of a training wing and an expansion of services to meet the needs of the aid community, NGO SPAS became the Somalia NGO Safety Program (NSP).

The Program Manager, under the guidance of the Somalia NGO Consortium through the supervision of the Consortium Focal Point, ensures the development of tailored security support services including training to humanitarian agencies operational in Somalia. The Program Manager is responsible for the development and implementation of NSP services. S/he will proactively liaise with international and national NGOs, donor agencies, and with other security related actors and governmental bodies in order to ensure that NSP services meet the needs of its clientele. S/he is an experienced manager with a solid understanding of security practices and strong analytical skills. S/he is a teamplayer with good work experience in coordination in a multicultural environment. The ability to effectively handle sensitive information confidentially and interact with all partners while maintaining and emphasizing a position of principled political neutrality and operational independence is required.

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programs include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are four main program offices in Somali region, in Yemen, in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, which are supported from the Nairobi regional office. DRC serves as a host for the NGO Security Program (NSP).

KEY RESPONSIBILITIES

Leadership
- Coordinates and manages the overall planning and direction of NSP activities and operations, in line with NGO Consortium strategic vision implementing innovative responses to the needs of NGO consortium beneficiaries.
- Creates a shared vision among all staff of the NSP program and effectively cooperates with the Consortium Focal Point. Manages the development of the team by ensuring that program tasks are in line with each staff person's career interests.
- Manages the process of innovative change effectively while ensuring as minimal disruption to operations as possible.
- Remains on the forefront of emerging humanitarian security practices and ensures internal implementation standards.

Program Management and Development
- Manages day-to-day operational aspects of program and scope. Develops and overseas implementation of work plans and revises as appropriate to meet changing needs. Creates and maintains up to date Standard Operating Procedures (SOPs) for key program aspects.
- Effectively applies current best practice security methodology and enforces said standards. Minimizes NSP and host agency (DRC) exposure and risk on program. Monitors the national, regional and geo-political security and humanitarian situation.
- Prepares for program performance reviews and quality assurance procedures.
- Ensures implementation of all existing and new services in line with the approved project proposal and budget, anticipating and communicating issues in advance to DRC regional office and NGO Consortium - preparing written amendments as required.
- Ensures compliance to DRC, donor and national policies, procedures and guidelines that relate to: program (monitoring, reports, evaluations, etc), finance, procurement, and logistical and human resource management.
- Ensure that appropriate systems and plans are in place for dealing with complex emergencies, and provide leadership for staff in times of crisis.
- Ensures program documents are complete, current, and stored appropriately.

Staff Management
- In collaboration with NGO Consortium Focal Point, provide leadership and guidance in promoting and maintaining efficient and effective Human Resource Management practices in the NSP team.
- Manages staff effectively. Co-ordinates and supports the team, ensuring that the individuals work effectively together and achieve the program objectives.
- Establishes and / or maintains HR management tools. Develops and applies policies, guidelines, terms and conditions following both NSP/DRC and donor policies and guidelines and national employment law(s)
- Conducts effective performance evaluations and mentors those with less experience through formal channels. Supports staff to develop and execute career development plans. Promotes junior staff to move up in the organization through regular support and action on positive performance reviews.
- Motivates team to work together in the most efficient manner. Mitigates team conflict and communication problems.
- Keeps track of lessons learned and shares those lessons with team members.

Administration and Financial Management
- Understands basic revenue models, P/L, and cost-to-completion projections and makes decisions accordingly.
- Accurately forecasts revenue and utilization.
- Analyzes program burn rate and ensures appropriate and timely expenditures in line with contracted deliverables.
- Determines appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables for program.
- Leads proposal efforts through to negotiation and signature ensuring compliance to DRC, donor and national requirements.
- Effectively and accurately conveys NSP values and capacity in both written and verbal program development discussions.
- Ensures that appropriate logistic, administrative and financial structures and procedures are established and / or maintained in accordance with DRC, NSP, NGO CON, donor and national government guidelines and policies. Maintain regular communications with regional DRC finance and support staff using established reporting procedures.
- Ensure sound management of the financial resources entrusted with NSP and also ensure that there are effective procedures in place to facilitate internal controls and accountability of funds to stakeholders including DRC, NGO Consortium Focal Point and donors.

Representation and Networking
- Communicates proactively with Consortium Focal Point, Consortium members and other clients to identify needs and evaluate alternative solutions to security needs ensuring constant effective information sharing. Continually seeks opportunities to increase client satisfaction and deepen client relationships.
- Proactively represents NSP to various actors including NGOs, UN staff, National Authorities, International Donors and International Organizations.
- Manages day-to-day client interaction. Identifies and manages client expectations.
- Develops lasting relationships with client personnel that foster client ties.
- Builds a knowledge base of organizations' area of humanitarian intervention and objectives.
- Effectively communicates relevant program information to NGO Consortium Focal Point and NSP Steering Committee.
- Delivers engaging, informative, well-organized presentations.

REPORTING ARRANGEMENTS

The Program Manager reports to the Somalia NGO Consortium Focal Point and accountable to the NSP Steering Committee with administrative and finance oversight from the DRC Head of Support, with whom the post will liaise and work very closely as the host of NSP.

The Program Manger directly supervises two senior positions, the International Training, Operations and Analysis Officer and the Senior Finance Officer.

Essential Minimum Requirements
- At least 3 year of senior management experience showing an increasing level of responsibility.
- Clear understanding of the role of NGOs and NGO principles in a complex environment.
- Possesses a thorough understanding of current security capabilities and their applicability to humanitarian activities. Solid understanding of NGO safety and security priorities and practices. At least 2 years security related work experience within a complex environment.
- Solid donor/contract management experience including proposal writing, reporting, modifications and budgeting.
- Good management and personnel skills, with proven ability to manage people/ teams to deliver on program objectives.
- Good communication, liaison and diplomacy skills.
- Good team-worker with track record in working in a multicultural teams, ensuring their sound participation in planning, implementation and monitoring.
- Minimum five years work experience in post conflict/emergency environments
- Understands how to communicate difficult/sensitive information tactfully and confidentially.
- Exemplary command of the English language and good writing skills.

The ILO-IPEC SNAP Project is implementing a project of support to the National Action Plan and will provide support to the Government and the social partners to eliminate the worst forms of child labour by 2015 and intends Local Project Coordinators in three districts. The Local Project Coordinator will be the liaison with the District Administration especially the Area Advisory Council and the District Child Labour Committee and other relevant offices.
S/he will also provide expert advice to local authorities in their area of coverage and ensure child labour is mainstreamed in socio-economic planning and programming processes and cycles at the local levels. The LPC is expected to provide support and build capacity of the implementing partners of Action Programmes in the field of education with specific emphasis on formal and non-formal education among others.
Specifically, the Local Project Coordinator will be expected to:
Monitor project implementation, in particular Action Programmes, in her/his district of operations and prepare periodic progress reports (technical and financial) and other reports of the projects and Action Programmes under his/her portfolio;
Assist partners in the formulation and implementation of Action Programmes in his/her portfolio and ensure that the objectives and impact are realised;
With support from the PO M&E support implementing partners to collect data and maintain records of project beneficiaries in their area;
Evaluate progress of IPEC project Action Programmes by reviewing, verifying and analysing workplans, progress reports, financial reports and other data for clarity, consistency and completeness and conduct field missions periodically.

A first degree in social sciences, development studies, education or related fields.
Experience in integrated area based approaches, community development and youth employment will be an added advantage.

The Mission

The Need
International Justice Mission (IJM) is seeking an experienced attorney to establish and serve as the leader of the satellite office in Gulu, Uganda. The Deputy Director will assist and support the Field Office Director (FOD) in developing, coordinating, implementing and monitoring IJM’s programs to fight illegal property grabbing violations in the region. In particular, the Deputy Director will lead the satellite office towards the achievement of annual casework goals and related justice reform activities. The position is based in Gulu, Uganda and reports directly to the Field Office Director based in Kampala, Uganda.

Responsibilities

Leadership:
•Based on stated objectives, assist the Field Office Director (FOD) in the development and implementation of strategies and tactics to fight illegal property grabbing;
•Coordinate the activities and information flow between satellite office investigative, legal, and aftercare staff;
•Recruit, train, supervise and mentor satellite office staff, including administrative staff, legal staff, fellows, interns and volunteers; develop leadership and management potential of team members; and
•Assist the FOD in project design, implementation and monitoring.

Management:
•Manage satellite office operations, ensuring that projected activities, outputs, and objectives are achieved;
•Ensure that: IJM staff have clearly defined job descriptions and performance objectives; that agent performance is monitored; and that job performance feedback is regularly provided;
•Assist FOD in developing the satellite office annual budget, spending allocated funds in accordance with IJM’s budgetary and stewardship principles; ensure that all financial guidelines are followed and reports are submitted for government and institutional grants;
•Ensure that concise but thorough written reports of all satellite office activities are provided in a timely manner; and
•Ensure continual communication with the FOD regarding field office casework status, transformational activity efforts and pressing challenges.

Program:
•Fully understand relevant laws and procedures related to illegal property grabbing;
•Assist in the creation and revision of a comprehensive and useful library of legal materials to assist the satellite office legal team in representing IJM clients;
•Advocate to government authorities, both orally and in written form, for the rescue of victims and perpetrator accountability; advise such authorities during enforcement actions and prosecution efforts;
•Lead national staff in pursuing proper prosecution of perpetrators in all IJM related cases, including serving as a witness or complainant when appropriate;
•Assist aftercare staff to ensure that victims receive legally mandated aftercare protections;
•Lead the development and continual modification of legal best-practices and training materials; and
•Work with the FOD to ensure that IJM and its agents obey all host country laws.

Relationships:
•Develop and maintain strong relationships with relevant government leaders and ministries, cooperative embassies, local church leaders, NGOs, and other relevant organizations;
•Assist the FOD in responding to local and international media requests; and
•Host visits by IJM guests, teams, interns and volunteers.

Miscellaneous:
•Carry out additional tasks assigned by the FOD, the Regional Director and other members of headquarters leadership; and
•Maintain confidentiality of privileged and sensitive information.

Required Skills and Experience
•Attorney with Juris Doctorate or equivalent law degree;
•Minimum of three years of litigation experience (criminal litigation preferred);
•Strong legal research and writing skills;
•Minimum of two years of successful management/team building experience;
•Demonstrated interest in human rights and social justice;
•Experience working with government and institutional grants preferred; and
•Prior Peace Corps, Relief/Development NGO, or other overseas work experience strongly preferred.

Relocation/Travel Requirements
•This position requires full-time residence in Gulu, Uganda, with regular travel to other cities in Uganda. The position will likely require an initial six month residency in Kampala during satellite office set-up.
