Plan Kenya is looking to recruit a Governance Advisor for a one year non-renewable contract to support in the implementation, management and administration of its Governance Programme. The incumbent will be based in Nairobi and will report to the Strategic Program Support Manager.

Key Responsibilities:
  • The Governance Coordinator will work with the different teams to provide oversight for the implementation and management of the Governance Programme of Plan Kenya.
  • Work with teams to develop Plan Kenya’s governance programs and expansion and strengthening of governance projects and initiatives in line with the programs’ logical framework, policy advocacy initiatives;
  • Monitor the implementation of the projects and initiatives;
  • Monitor the over-all progress in the realization of project outcomes; and the development of detailed learning and M&E systems;
  • Provide Plan Kenya with the technical support on governance and the generation of additional resources for governance projects and initiatives;
  • Facilitate teams to prepare narrative and financial reports for reporting purposes in line with the project requirements;
  • Ensure that lessons from the Governance Program are pro-actively shared throughout Plan Kenya staff and with partners;
  • Liaise with the donor on the overall implementation of the program and on technical support needs of the project and program;
Qualifications, Experience and Skills:
  • Degree preferably at Masters level relevant to development studies
  • 5 years working experience

Purpose

We are seeking a Programme Specialist with good field experience and connections in the sector to contribute to quality programming in the region by promoting best practice in the implementation of Plan’s Programme management frameworks through development and support, for monitoring and evaluation innovations and through building capacity on monitoring and evaluation in the country offices.

They will also be responsible for monitoring the implementation of the country programme management processes as outlined and leading regional research initiatives.

Responsibilities
  • Support to Country Offices and capacity development in program and project planning, monitoring, and evaluation.
  • Support the strengthening of the understanding and application of Child Centered Community Development, a rights-based approach for Plan.
  • Monitor the implementation of the Country Strategic Plans, focusing on outcomes and impact and Child Centered Community Development approach.
  • Responsible for promoting institutional learning within the Regional Office, Country Office on Monitoring and Evaluation practices.
  • Responsible for localization of guidelines for the application of the Plan’s effectiveness process and Process Accountability and Learning System in the countries and supporting in the further roll-out of this system
  • Monitor the quality of the information entered in the Programme and Project Management system and its effective application by the field teams
  • Review Terms of Reference for country level evaluations.
  • Review key learning from Annual Participatory Programme Review and provide follow-up
  • Support Countries on their Country Strategy Evaluation, which is undertaken in the final year of the programme cycle
  • Represent the regional office at international and regional forums related to Research, and Monitoring and Evaluation
  • Manages relationships with regional and international research institutes and Universities and support the development of papers and submissions of Plan East and Southern Africa Region to relevant conferences and regional publications.
Knowledge and Experience
  • Preferably a Master’s degree with a background in development and Management or equivalent.
  • Progressive experience in planning, research, monitoring and evaluation of social development programs and emergency response programs and projects.
  • Demonstrated relevant experience in statistical analysis, quantitative and qualitative data collection and analysis.
  • Experience with software applications (Office, Access, Project, EPI-INFO, SPSS or similar).
  • Conceptual and strategic thinking.
  • Working in multi-cultural setting.
  • Experience in working with child-focused development organization will be an advantage.
Languages
  • Fluency in English.
  • French and or Portuguese would be a bonus.

JOB PURPOSE

 
The RMM will take a lead role in identifying and sourcing for funding and resource opportunities from multiple sources, and will coordinate and manage the grants systems.  He/she will further take a lead role in the design and implementation of the Resource Mobilization strategy including management and coordination of grants, representation and building relations with donors and embassies at the country & regional level, provision of technical support and advice on grant proposal development to the program team members both at country and level and field level offices and the development of innovative approaches in mobilizing resources locally and within the NOs.

  • Profiling Plan amongst donors in Southern Sudan based on Plan’s specific programmatic niche and contributions in such a way that can lead to build a solid donor base with local and international donors
  • Assist Plan South Sudan in identifying and integrating resource generation strategies in the Country Strategic Plans and supporting the development and implementation of grant-management systems.
  • Ensure that the operations of the grants department are effectively and efficiently planned and managed
 
Deliverables
  • Lead and manage the process of developing and revising the Plan International South Sudan grants strategy
  • Develop a realistic cost recovery policy for Plan South Sudan to be shared and adhered to
  • Prepare Plan South Sudan Internal Monthly grants financial reports reflecting both current portfolio and expenditure prepared and shared accordingly
  • Based on the general and specific requirements, produce high quality financial reports & review narrative reports with program team, to donors, regional office, national offices and international headquarters developed and shared accordingly.
  • Organize Appropriate Training  on  Resources and Mobilization and building relationships
  • Ensure involvement of Plan Southern Sudan Staff from Program, Finance, and Management on process of Resources Mobilization Process

Qualifications and experience
  • A minimum of a University degree in Economics, Social works or related development fields
  • A masters’ degree in development, management, or a related development field is desirable
  • A minimum of five years of relevant professional experience in a related field and resources mobilization
  • A strong awareness of current issues in the field of development, community based resource opportunities
  • Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail and web based research.

Key responsibilities

- Support the DA in developing and implementing a transitional operational plan with a clear indicators and timelines.
- Ensure managerial accountability for the Development Area performance and efficiency.
- Lead team in the design of programs, sourcing of funding including grants and program implementation, monitoring and reporting
- Lead , support and develop the team with coaching and mentoring in a time of critical change
- Establish , strengthen and maintain relationships and excellent collaboration with partners and other stakeholders;
- Manage budget preparations, utilization of investments,
- Represent Plan Kenya as required.

Qualifications, experience and skills

- Minimum of Bachelor’s degree in Development studies or a related field. Masters degree in the same field will be an advantage
- At least 5 years experience in development work at a senior level, preferably with experience in rights based programming.
- Experience in partnership building, advocacy and networking
- Proven experience in organizational assessment and development9
- Excellent interpersonal skills, including negotiation, facilitation, coaching and mentoring
- Excellent planning and reporting skills, including for finance
- Excellent communications and computer skills.

BASED IN THARAKA DEVELOPMENT AREA

Key responsibilities

- Facilitate development of DA’s participatory monitoring and evaluation systems.
- Train staff and partners in basic M&E processes (gathering data analyse and decision making) to develop programs
- Institutionalisation of corporate monitoring and evaluation tools at DA level.
- Provide measurement and assessment of performance in order to effectively manage outcomes and outputs of results
- Maintenance/administration of the corporate projects monitoring system.
- Consolidation/sharing of successes (best practices) and failures on a regular basis.
- Facilitate community based information sharing and dissemination of evaluations and other special studies
- Facilitate CBO capacity assessment
- Enhance children participation in planning, program design, monitoring and evaluation
