Transparency International–Kenya (TI-Kenya) is a not-for-profit organization founded in 1999 in Kenya with the aim of developing a transparent and corruption free society through good governance and social justice initiatives. TI-Kenya is one of the autonomous chapters of the global Transparency International movement that are all bound by a common vision of a corruption-free world. TI-Kenya is currently implementing programmes with the objectives of: strengthening governance in targeted institutions; developing effective policy and legislative environment; and, strengthening the capacity of the public to recognize and fight corruption. TI-Kenya’s 2012-2017 strategic plan identified water and education sectors for its interventions. It is in this regard that TI-Kenya wishes to recruit a Programme Officer for its service delivery sub-programme (water and education).
Overall Purpose of the Job: To develop and implement interventions geared towards promoting transparency, accountability, integrity and, generally good governance, in the water and education sectors by strengthening governance in targeted water and education public institutions; developing effective policy and legislative environment in the water and education sectors; and, strengthening the
capacity of the public to recognize and fight corruption in the water and education sectors.
The Programme Officer will work under the supervision of the Programme Coordinator - Citizen Demand and will be responsible for providing support for the delivery of the targets of the water and education sub-programme within the Citizen Demand Programme. In these duties, the Programme Officer will be responsible for ensuring that activities are executed in the stipulated timeframes and standards.
 Provide advice and technical support to governance institutions in the water and education sector in
Kenya, donors and partner NGOs on strategy, policy, implementation and monitoring of citizen demand programmes.a) Ensuring that contracts, grants, project/programme design and implementation are in line with TI Kenya policies and procedures. Supporting the orderly operation of the programme, in line with
established procedures and within established budgets including:Coordinate, manage and promote TI-Kenya water and education sub-programmes/projects in collaboration with other TI Kenya staff.Oversee and coordinate all aspects of the water and education sub-programme including conceptualization of projects/activities, staffing and resource mobilisation.Ensure that technical programme documents relating to water and education are fully reviewed, discussed and appropriately disseminated. This task includes support to research, data collection and report writing.Design and implement outreach initiatives on good governance and corruption prevention targeting all relevant stakeholders.Work with the communication team to produce Information, Education and Communication (IEC) materials on governance in the water and education sub-programme and overall publicity of TI Kenya’s work.In liaison with the Research Officer, facilitate research on governance in the water and education sectors in Kenya.Ensure that activities are implemented and reporting done in a timely and cost effective mannerAssist in developing the programme’s strategic plan and budget as well as outlining key activities to be undertaken.Assist in the development and implementation of strategies that would promote systemic, legal, administrative and institutional change to strengthen the fight against corruption and effective public service delivery in the water and education sectors.Providing technical support to project partners in the development of sound water and education programmes, and their design, implementation, monitoring and evaluation;Providing technical support to partners in the development of national policies/legislationb)  Managing projects and partners’ and service contracts, including, inter alia:Support the identification and recruitment of qualified service providers and staff.Ensure efficient and proper filing systems and coordinate other information management systems relating to water and education sub-programme;Monitoring of expenditures, ensuring that partner inputs are properly accounted for and arrangements for payment of recurrent and other expenditures are timely;3. Strategic Development - Develop/design and implement a water and education intervention strategy for TI-Kenya that promotes the overall goals of the organization, i.e institutions that are efficient and deliver quality services and a society that upholds and promotes integrity.Define priorities and objectives of the water and education sub-programme;Ensure synergies between the water and education sub-programme and other TI Kenya programmes.Provide support to the Programme Coordinator in the development and review of the Citizen Demand programme and TI Kenya overall strategic plan implementation.Analyze existing laws and those being proposed, policies, academic papers, case law and comparative studies in other jurisdictions that relate to water and education in Kenya and continuously design and implement advocacy measures that would lead to reduction of risks of corruption and misappropriation of resources in the sectors ; promote responsive, effective and coordinated county service delivery; strengthen structures of oversight and accountability mechanisms in the water and education sector at national and county governments; and, establish effective mechanisms of public participation in water and education governance processes, especially the marginalised and minority groups;Gathering and analyzing information on regional and international best practices, adapting the same and sharing knowledge to support the growth of devolved governance and extractive industries;4.  Coordination/External RelationshipsMaintain constructive working relations with the government, civil society, multilateral agencies and other partners and stakeholders to share experiences, promote and mainstream transparencyMaintain collaborative programmes and relationships with partner organizations to promote transparency and accountability in the water and education sector;Supporting capacity-building of partner institutions in the water and education sector;Provide technical support to project partners in the development of sound policies for transparent and accountability initiatives in the water and education sectors;5.  Good Practice and Institution LearningProviding technical support for the development of structured opportunities to facilitate internal and partner learning for decision-making and influencing practiceProvide technical support for the development of structured opportunities of institutional learning including project reviews, monitoring and evaluation, highlighting success stories and lessons learnt and development of best practices.6.  Resource Mobilisation/Budget managementDevelop appropriate fundraising strategies as well as sustainable alternative revenue sourcesIdentify and secure funding for the water and education sub-programme in accordance with budgetary projectionsTracking programme expenditure against budgets7.  Reporting - Preparing and/or contributing to development of quality and timely activity and periodic narrative and financial reporting to different partners and stakeholders.

INTERSOS Education Sector Coordinator Job in Nairobi / Mogadishu with Frequent Missions in Somalia


INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.INTERSOS has been continuously working in South Central Somalia (SCZ) since 1992 and has been present in Puntland since 2011. There are currently four INTERSOS operational field offices in
Mogadishu, Baidoa, Jowhar and North Gaalkacyo. INTERSOS office in Mogadishu as well as a guesthouse for international staff has been recently reopened. At present INTERSOS is implementing projects in the protection, health, WASH and education sectors. In the protection field, INTERSOS is supporting children and women survived from GBV in Baidoa,
Afgooye, Mogadishu, and Johwar. In Mogadishu and Baidoa, INTERSOS is carrying out awareness and risk mitigation campaigns. A cross-country family tracing project has been recently activated.
In the health sector, INTERSOS is supporting the Jowhar Regional Hospital.
In the WASH sector, since 2006 INTERSOS has been supporting schools, IDPs, host communities and urban vulnerable households in crisis in Baidoa and agro-pastorals in rural areas of Bay Region.
In education, INTERSOS support activities organized in the Vocational Training Centre in Jowhar, a
secondary level education school established by INTERSOS to give real employment possibilities to young Somalis who want to avoid being enlisted into militias in the future. Following the positive impact such a project had, in 2011 INTERSOS has opened a second Vocational Training Centre in Baidoa. In Baidoa and surrounding villages INTERSOS is currently rehabilitating different primary schools providing training and material support to teachers in collaboration with the Directorate of Education Culture and Higher Education.

INTERSOS, in the framework of its activities in Somalia, is currently selecting candidates for the following position.

Position: Education Sector Coordinator
Job site: Nairobi/Mogadishu with frequent missions in Somalia
 Starts from: 8th of July 2013 (6 months with possibility to extend)

Key responsibilities:

The education sector coordinator assists the HoM in his daily tasks with particular attention to the sector of Education. In particular he/she will monitor the correct application of internal and donor procedures, participation in meetings at National level, supporting the HoM in the negotiations with donors, constant visits to the field bases, management and coordination of expat personnel, ensuring coordination among the different field offices, direct communication with Region/HQ in respect of the above.
With respect to the above mentioned sectors of intervention, the following responsibilities are delegated to the Education coordinator:The Education Coordinator is supporting the HoM and the Project Managers in the process of writing and submitting proposals and monitoring and evaluating the implementation of activities. He/she will improve and strengthen - from one side - the capability of Intersos to implement programmes and activities and - on the other side - the capacity and competence of both individuals and working groups within the mission. The Education Coordinator should also guarantee the strict observance of INTERSOS internal procedures as well as to main donors’ rules and regulation. With regard to this, he/she will be in charge of ensuring the respect of projects reports deadlines and commitments foreseen by MoU and Agreement stipulated with International donors and agencies.
PR and Official Representation
The Education Coordinator can represent the Organization in the Country in agreement with the HoM in the following working meetings such as: Education working group, Cluster meetings and other un-formal meetings with donors and stakeholders.

Main tasks:
