Internal Audit Manager
Job Summary
 
The holder of the position will be responsible to the Audit Committee of the Higher Education Loans Board and report to the Board Secretary/CEO on administrative issues. 
The job holder will ensure adherence to policies, legislation, procedures and standards in management including utilization of the Board’s financial and physical resources. 
The job holder will also ensure that proper measures are put in place to mitigate any risk that may arise in the operations of the Board.

Duties and Responsibilities
  • Initiate, formulate and implement Internal Audit policies;
  • Identify and critically evaluate elements of governance and risk management in the Board, design appropriate risk management and mitigation strategies for implementation;
  • Carry out internal audits in accordance with generally accepted auditing standards;
  • Develop new continuous improvement initiatives, evaluate the adequacy of internal control systems, report findings and recommend improvements;
  • Review management systems and programs and recommend improvements;
  • Liaise with the Board’s external auditors to update and enhance the Board’s compliance to financial management principles, policies, legislations, regulations and guideline;
  • Prepare timely and accurate audit reports for presentation to the management and to the Audit committee of the Board and ensure implementation of arising recommendations;
  • Ensure the Board’s compliance with statues, regulations and government guidelines;
  • Analyze the impact of Internal Audit policies and regulations.
  • Act as the secretary to the Audit Committee of the Board
Minimum Requirements
  • Bachelor’s degree in Commerce, auditing or accounting option, finance, or any other relevant field of study;
  • Masters degree in Commerce, Business Administration, Finance, Accounting or any other relevant field of study will be an added advantage;
  • Possession of at least CPA (K)/ACCA;
  • Certified Internal Auditors (CIA) certification or Certified Information System Auditor (CISA);
  • Registered member of the Institute of Internal Auditors;
  • Member of ICPA K of good standing
  • A minimum of eight (8) years’ work experience in Auditing at senior management level in a busy organization.
Key Competencies
  • Knowledge of computerized accounting and auditing record keeping systems;
  • Highly analytical individual with ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports;
  • An ability to establish and manage viable auditing system;iv Knowledge of principles of good corporate governance
  • Ability to establish and retain effective working relationships with internal and external stakeholders including staff and communicate effectively;

Key responsibilities

  • Strong working knowledge of Sage or Pastel
  • Ambitious and result oriented individual ready to drive a successful brand business.

Position Title: HIV/AIDS Project Officer

Reporting to: Regional Health Officer , Coast

Job location: Lamu

Summary of Responsibilities

The successful candidate will be responsible and accountable for the effective planning, budgeting, implementation and evaluation of HIV/AIDS programme aimed at combating and reducing the prevalence and impact of HIV/AIDS on vulnerable communities within the Branch.

Other responsibilities include awareness creation, capacity building, and providing psycho-social support to people affected and afflicted by HIV/AIDS as well as delivering HIV/AIDS workplace training programmes.

Specific duties, Responsibilities, and Accountabilities
  • Develop the Branch HIV/AIDS annual plan and budget aligned to the Society’s strategic objectives as well as Government health policies and strategies aimed at combating the prevalence of HIV/AIDS
  • Conduct baseline studies using participatory approaches to identify the number of persons as well as orphans and vulnerable children (OVC) afflicted and affected by HIV/AIDS so as to determine their capacities, available resources and coping mechanisms
  • Encourage the youth to attend voluntary counselling and testing (VCT) to decrease risk behaviours by emphasizing consent, confidentiality and counselling aimed at decreasing stigma as more people know their HIV status
  • Develop and implement social support programmes to assist caregivers to provide counselling, home-based care and psychosocial support to persons living with HIV/AIDS (PLWHA) including orphans and vulnerable children (OVC) afflicted and affected by HIV/AIDS to participate in productive activities
  • Participate in the design, development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening staff, volunteers and communities with capacity to provide HIV/AIDS care and support
  • Strengthen collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players to ensure implementation of programmes that enhance organizational effectiveness
  • Provide leadership to multidisciplinary teams to develop, implement and evaluate HIV-AIDS prevention and control activities using participatory community methods to improve performance standards and organisational effectiveness
  • Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of programmes
  • Prepare periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement
Requirements

Qualifications
  • Bachelor’s Degree in Public Health or equivalent qualifications such as epidemiology, nursing & social work
  • Three (3) years experience in planning, implementing and evaluating HIV/AIDS prevention and control programmes
Competencies
  • Knowledge of HIV/AIDS health care, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering
  • Strong communication and presentation skills in both English and Kiswahili, including ability to develop reports and prepare relevant publications
  • Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet
Position Title: Project Accountant

Reporting to: Branch Coordinator

Job location: Kilifi

Summary of Responsibilities

Responsible to the Branch Coordinator for maintaining records of financial transactions related to income and expenditure within Kilifi Branch.

S/he will support Lamu and Mpeketoni branches on finance matters from time to time.

Other duties include reconciling and balancing accounts as well as posting and compiling monthly reports to show records related to financial operations in the Branch.

Duties & Responsibilities
  • Receive cash or cheques, recording financial transactions and counting money to verify amounts and issuing receipts for funds received.
  • Maintain books of accounts by inserting data into the accounting system (electronic and manual).
  • Prepare payment vouchers and issuance of cheque payments to creditors and other accounts.
  • Recording of cheques issued in a cheque dispatch register and maintenance of the same.
  • Ensure that all payments or money transactions are properly supported by the required documents as outlined in the financial guidelines.
  • Ensure that receipts and invoices for all payments match the acceptable criteria.
  • To be responsible for the petty cash of the project, carry out daily cash reconciliation, make payments to KRCS volunteers, suppliers etc. and keep the Branch Coordinator informed of the available petty cash on a regular basis and prepare new money requests well in advance as may be required.
  • Carry out regular bank reconciliation.
  • To assist the Branch Co-ordinator in any other matters relating to finances or accounts.
Minimum Qualifications
  • CPA (K) or equivalent ACCA final level qualifications or a Bachelors Degree in a Business Related Field with CPA Part (II), Section 4.
  • At least two years experience in a busy accounts/ finance office
Key Competencies for the positions:
  • Strong communication and presentation skills in both English and Kiswahili, including ability to develop timely reports and prepare relevant publications.
  • Proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilisation of the internet.

The Kenya National Bureau of Statistics (KNBS) is a corporate body established under the Statistics Act (2006).

It is the principal Government agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.

It also oversees the coordination, supervision and development of programmes within the National Statistical System.

1. Senior Manager of Population and Social Statistics (SMPSS)

Job Purpose: Reporting to the Director of Population and Social Statistics, the Senior Manager of Population and Social Statistics will be expected to oversee all activities relating to Population and Social Statistics data collection and dissemination services.

Key Responsibilities
  • Take charge of collection, analysis and dissemination of population and health-related data/information;
  • Spearhead the implementation of population censuses and demographic and health surveys, including dissemination of findings;
  • Technically backstop sensitization and resource mobilization efforts among partners in population and health programming;
  • Ensure that the activities of the Division are documented on a continuous basis;
Minimum Requirements
  • Must have at least a Masters degree in demography or population studies from a reputable/recognized institution;
  • Must have at least 10 years relevant technical experience;
  • Should have at least 5 years experience in a managerial position in a public institution or reputable private sector institution;
  • Must have demonstrable expertise in project management, particularly relating to the conduct of censuses, large-scale surveys and other statistical ventures;
  • Should be familiar with financial regulations and procedures for GOK and key development partners;
  • Should have demonstrable statistical training, data analysis and report writing skills;
  • Should have working knowledge of word processing software (Microsoft Office – Excel, Word, PowerPoint), census processing software (CSPro and IMPS), and statistical analysis software (SPSS, STATA, SAS etc.)
  • Should be a Kenyan Citizen aged 50 years or below.
2. Senior Manager, Internal Audit

Job Purpose: The Officer will be responsible to the Audit Committee for all technical / professional aspects and will be reporting to the Director General on administrative issues. The officer will oversee all activities relating to Internal Audit.

Key Responsibilities
  • Conduct systems audits to provide reasonable assurance that the organizations’ operating systems such as cash management, procurement, transport, revenue/AIA among others are functioning effectively;
  • Conduct Risk Based Audits (RBA) to provide reasonable assurance that risk management processes and structures put in place by management are functioning effectively;
  • Provide consulting services to the Bureau in developing appropriate risk management, control and governance frameworks;
  • Conduct value for money (VFM) performance Audit geared towards economic, effective and efficient use of public resources and sound management of public expenditure;
  • Conduct IT supported audits, including payroll audits with a view to enhancing internal controls in a computerized environment;
  • Review, analyze and evaluate budgetary allocation and re-allocations process and periodical budgetary performance reports submitted to Treasury by the Bureau;
  • Review and evaluate Annual Appropriation Accounts, Fund Accounts, and Statements of Assets & liabilities before they are submitted to Controller and Auditor General by the Director General;
  • Verify and analyze periodical financial returns that are required to be submitted to Treasury by the Bureau from time to time;
  • Provide secretarial support to the KNBS Audit Committee;
  • Carry out investigations/special audits on irregularities identified or reported on any wastage of public funds;
  • Conduct periodic Public Expenditure Tracking Surveys (PETS) on specific programmes in different sectors to ascertain economical, effective and efficient utilization of resources.
Minimum Requirements
  • B.Com degree in Accounting or other related areas with over 10 years experience in internal audit in a large organization and a Masters degree in Finance;
  • Must possess professional qualifications such as CPA (K), ACCA.

  • Ensure internal collaboration, team work development and implementation of key Management and sales routines.
  • Implementation and adoption of approved market routines in the Area of accountability.(With consistent Route completion/coverage)
  • Documented and timely weekly, monthly, Quarterly reports to Management
Development of sales programs
  • Prepare, plan and execute Area Sales programs aimed at market penetration, availability of the company products and services at all time.
  • Documented and approved Monthly/Quarterly territory Plans aligned to the Area Business Plan.
  • Effective executed sales programs in the Area as per targets set in the plan (number and Quality/Results of promotions/Road shows held).
  • Number of successful Area specific sales and Promotional initiatives developed and implemented within the territory with documented proof results.

Branding

Key Responsibilities
