Request for Expression of Interest for the Provision of PR / Communications Consultancy Services for a Period of One Year SRC/ EOI/04/2013-2014

The Salaries and Remuneration Commission was established by the Constitution of Kenya, 2010 with the mandate to set and regularly review the remuneration and benefits of all State Officers and to advise the National and County Governments on the remuneration and benefits of all other public officers. 

The Commission’s Vision is Equitable and sustainable remuneration and benefits for State and public officers in Kenya. Its Mission is To set, review and advise on fair, competitive and sustainable remuneration and benefits through research and analysis.

The Commission wishes to invite consultancy firms with expertise in PR/ Communications to assist develop and implement comprehensive communications strategy, including annual work plan with clear details on activities, resourcing requirements, timeframes and success indicators.
i. A comprehensive communications strategy targeting all SRC stakeholders and various influencer groups and the general public.
ii. Public education and engagement campaigns, advocacy
iii. Create promotion messages that will educate the public on public wage issues including fiscal sustainability, and develop assessment instrument & evaluate the public education campaign
iv. Propose, implement creative PR and social media and below the line promotional activities to ensure the realisation of the overall goal of this assignment and assess the impact
 In assessment of submissions, consideration will be given to technical competence, qualifications and experience on similar assignments, financial capability and existing commitments. The consultancy should demonstrate capability to offer 360 degrees holistic communications approach. The firm should apart from offering strong media engagement should demonstrate ability to develop creative marketing communications and grass root promotion with a strong focus on public wage bill issues.
 4. Mandatory Requirements to be provided
Certificate of registration/incorporation, VAT certificate, Valid VAT compliance Certificate, Proof of Registration with relevant professional body, Audited and certified accounts for the past three years and two copies of tender document (Marked Original and Copy).
5. Requirements/ Evaluation Criteria
To qualify for shortlisting the firm must
I. Demonstrate results-oriented, creative Consultancy interested in providing the above services.
II. Demonstrate strong knowledge of the Media, PR and Marketing industry in Kenya
III. Demonstrate a deep understanding of the political, economic and the public sector wage issues.
IV. Demonstrate the consultancy has been in active relevant business for at least five (5) years
V. Should provide evidence in successfully implementing PR/ Communication strategy for at least three Government Ministries/ Departments /organizations
VI. Proven experience of handling at least five similar assignments (social issues advocacy).
VII. The consultants should possess at least postgraduate qualifications in Mass Communication and Journalism or Public Relations or any other relevant field. Evidence of their professional qualification and relevant experience must be provided. Signed CV attached.
VIII. Consultant should submit detailed company profiles and qualifications and experience of key staff and the methodology of undertaking the assignment.

The Kenya Human Rights Commission (KHRC) was founded in 1992 and registered in Kenya in 1994 as a national level Non-Governmental Organization (NGO). 

Throughout its existence, the core agenda of the Commission has been campaigning for the entrenchment of a human rights and democratic culture in Kenya through monitoring, documenting and publicizing rights violations.This document is a formal Request for Proposal (RFP) for the provision of Media Monitoring Company Services detailed below in the section of this RFP entitled “Requirements”.

Name of Project: Water and Sanitation Services Improvement Project Additional Financing (WaSSIP AF)
 Assignment Title: Consultancy Services for Communication Strategy Implementation
The Government of Kenya has received financing from the World Bank toward the cost of the WaSSIP Additional Financing, and intends to apply part of the proceeds for payments under the contract for Consultancy Services for Communication Strategy Implementation.
The overall objective of the consulting services (“the Services”) is to facilitate and enhance integration of Communication activities more effectively in the activities and objectives of Lake Victoria North Water services Board so as to increase knowledge of the role and mandate of the Board and build support for approaches that the Board is using to fulfill its mission. The scope of services will include but not limited to the following:Review of the existing Communication StrategyStrengthen the capacity of WSB and WSPs in Communication and Customer CareInformation Dissemination and Flow between Partner Institutions and DonorsEnhancing Stakeholder RelationshipsEnhancing Media RelationshipsProducing and Disseminating Communication MaterialsMonitoring and Evaluation of the implementation of the communication strategyThe Services will be spread over a period of 2 years, with estimated input of 175 days per year.
The Lake Victoria North Water Services Board (LVNWSB) now invites eligible Individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The shortlisting criteria are:
1. The proposed consultant must have demonstrable experience undertaking similar consultancy works for at least three renowned clients. (Evidence of previous work undertaken or testimonials is required)
2. The consultant should have the following qualification:A Bachelors’ degree in Mass Communication, Journalism or a relevant Social Science. A Masters’ degree in any of the fields above will be an added advantage.Professional training in communication related disciplines including postgraduate diploma in Journalism, Mass Communication, Media Studies and Public Relations etc.A minimum of five years relevant work experienceThe attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultancy Selection (ICS) method set out in the Consultant Guidelines.

1. Director Technical Services (Environment)

The group consists of 2 separate entities:

Design- handles all sourcing/procurement, interior design.Construction – Handles installation, after sales service and maintenance.  and interior design.The client operates from a large warehouse along Mombasa Road and is now strategically looking at the East Africa region.
Our client is looking for a Refrigeration Technical Services Manager who shall report to the Managing Director/Operations Manager
This is a senior position which entails understanding the business processes and operations. Supervise the refrigeration technical staff/engineersPromote and sell the product to a wide range of existing and new customers.Identify customer problems in advance or following queries and provide tangible solutions.Develop and maintain service contracts with customers and vendors.Perform and guide installation of cold rooms and refrigeration equipment.Appraisal of the technical teamOrganize and train technical staffGeneral leadership of the teamQualification, experience and skills Relevant degree or other relevant training from a recognized institutionAt least 5 years experience in a similar position.Strategic thinking capacity, excellent analytical, problem solving, time management, and communication skills.Ability to work effectively and lead a teamExcellent reporting skillsDedicated and motivated individual
