IOM Civil Registration Expert Job in Somalia

Duration of Assignment: 6 months with possibility of extension
Under the overall guidance of the International Organization for Migration’s Transition Initiative for Stabilization (IOM/TIS) Program Manager in Nairobi, and direct supervision of the Ministry of Interior (MOI) for Somaliland in Hargeisa, the successful candidate will be responsible for providing guidance and manage locally hired consultant and advise the team of MOI appointees engaged in setting up civil registration in Somaliland. In particular, he/she will perform the following duties:Provide technical coordination, support, and advice to MOI and facilitate discussions to identify the most appropriate model of civil registration in Somaliland considering its context, capacity, infrastructure, human resources, and funding;Encourage MOI to reach out to local stakeholders and promote information exchange;Work with MOI and local expert to identify a core group of civil servants who will be working for civil registry;Advise and guide MOI to develop a civil registration strategy outlining the model, approach, and implementation;Advise and guide MOI to develop a detailed 1-year plan and a budget;Provide guidance to MOI on assessment initiative of District Councils in Somaliland, bearing in mind infrastructure, human and funding resources;Carry out desk review of documents, laws, and reports of relevance for civil registration in Somaliland;Work closely with MOI and the key stakeholders to ensure coordination and support for the civil registration;Manage local expert when necessary;Upon completion of assignment in Hargeisa provide daily support to either MOI or local consultant over phone or e-mail for a period of 3 months.
The minimum required academic and professional skills for the jobholder to perform successfully in their job include:Interdisciplinary University Degree relevant to Civil Registration.Minimum of 8 years’ experience working in civil registration;Experience in supporting governments establish or advance civil registration systems and processes, also electronic;Familiarity with the civil registration approaches and methodologies in African countries;Familiarity with UNECA civil registration and vital statistics strategy in Africa;Experience working with government administration in politically unstable environments, and with a sound understanding of the sensitivity and confidentiality issues involved Civil Registration;Experience in facilitation and coordination, report writing, and presentation of findingsGood knowledge of Microsoft office (Microsoft Excel, Access, Outlook and Word) and internet applications.Required Skills and CompetenciesPersonal commitment, efficiency and results-driven.Sound organization skills with strict attention to detail.Excellent communication skills, strong interpersonal skills, inter-cultural skills and ability to work as part of a diverse team.Objective, analytical and capable of working under pressure on tight deadlines; should be willing to work overtime and on weekends when requiredFluency in spoken and written English and Somali. Knowledge and understanding of Arabic is desirable.Bi-weekly meeting schedule and progress report (2 page);Ensure that the strategy and 1-year work plan are drafted by MOI;Presentation of findings and achievements in Hargeisa for MOI, key stakeholders, and IOM/TIS, and the same presentation in Nairobi for USAID and IOM/TIS;Final report one week after departure from Hargeisa;

IOM/TIS Civil Registration Expert Job in Somaliland

The core component of the International Organization for Migration’s Transition Initiative for Stabilization (IOM/TIS) program for Somaliland is building technical capacity support to the central and regional government entities to enhance their ability to provide adequate services.
To sustain stability and build on the continuous efforts of the Somaliland administration to improve its accountability and performance, the establishment of the first ever civil registration systems in the history of Somaliland is critical. The well-planned and institutionalized civil registration will allow for access to statistics which can enhance service delivery and development plans of Somaliland. It will jumpstart issuing of identification cards, and provide sufficient data for improved development planning in the areas of education, health, social benefits, security, and employment. It will also help uphold greater transparency and fairness of the presidential and parliamentary elections currently slated for 2015.
The Ministry of Interior (MOI) for Somaliland in Hargeisa, a key partner on the project, is mandated
and best positioned to implement a comprehensive civil registration initiative given its network of
about 23 District Councils.
The Ministry of Interior has in the past made efforts to undertake civil registration exercise that will collect and record demographic information, the initiative was however constrained by lack of both technical and financial capacity. This activity seeks to provide the Ministry of Interior with two consultants who will bring the necessary expertize and support for the Ministry at a critical juncture when strategic and clear milestones have to be established to achieve first tangible results. This activity will be the starting point in assisting the Ministry of Interior to identify capacity issues and interventions that need to be implemented to ensure that the Ministry is better equipped to launch a transparent and efficient civil registry exercise in Somaliland.
Technical Direction and Management

The consultant will report to the Minister of Interior and the TIS/IOM Program Manager. The consultant will provide guidance and manage locally hired consultant and advise the team of MOI appointees engaged in setting up civil registration in Somaliland.

Rwanda Development Board Legal Expert Job


The RDB is looking to recruit one International Legal Expert to join its Strategic Investments Unit (SIU). The SIU was created to lead the negotiation of strategic investments on behalf of the Government of Rwanda and across its stakeholders. Strategic investments are private investments that are either large (in terms of investment value), high impact (creation of many jobs), strategic (e.g., catalytic investment into a strategic sector) or complex (e.g., requires Government of Rwanda approval because it involves large tracts of public land).
The successful candidate will be required to perform the following functions:Conduct legal analysis and develop recommendations with respect to legal aspects of investment proposals involving the Government of Rwanda for the RDB.Conduct or lead negotiations of investments on behalf of the Government of Rwanda and coordination of negotiations with other government and private sector stakeholders.Provide negotiation support e.g., preparations of negotiation positions and strategies to the CEO of RDB (or whomever may be the chief negotiator of the transaction at RDB).Formal training and on the job coaching of the SIU’s Rwandan staff (of different skill levels).Development of a strategy for required external training and skills development for the SIU staff.Support the Head of the SIU in the development of a framework for managing the overall negotiation process and intra-departmental organizational structure and recruitment needs.Support the Head of SIU in the development of methodologies to select/prioritize investment projects and of systems to plan and allocate efficiently the overall workflow of the SIU.Support the Head of SIU in the development of a system to procure, commission and review external Experts to perform (1) company due diligence and (2) sector-specific analysis related to particular investments/projects.Support the Head of SIU in the development of an efficient system to report on progress and highlight challenges to RDB and key external stakeholders.Minimum Qualifications & Experience
RDB is looking for candidates with the following profile:A Masters or JD in law.At least four years of relevant professional experience related to investment transactions in a reputable international law firm. Specialization in project finance or PPPs highly desirable.Excellent analytical and contract drafting skills with respect to large, complex private or public-private investments.Proven track record in successfully negotiating and implementing large, complex private or public-private investments. WASH Community Development Expert

Duty station: Modogashe (Lagdera district, Garissa county)
Responsible to: WASH Project Manager
Working with: WASH Technical Supervisor, WASH Sensitization supervisor, local authorities and communities
To re-design the approach to hygiene promotion to utilize a Behavior Change Communication (BCC) approach. Develop tools and processes to identify triggers and barrier to behavior change for School, Health Centre and community project. Create key messages and selection of communication channels to promote behavior change. Developing training modules for the capacity building of the Water Committee Associations. Use the WCAs modules to train the WCAs and adapt the modules if necessary. Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.
Under the supervision of Tdh WASH Project Manager and in close collaboration with the MOPH and MOW of Lagdera district, she/he is responsible for developing IEC material with a BCC approach, give guidance to improve the hygiene promotion sessions,  developing modules for WCAs capacity building and training the WCAs.Develops modules for training and capacity building of the Water Associations committees.Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.Develops or improve already existing tools to improve the WASH sensitization activities. Creates new IEC materials for the schools, health centres and community with the Behavior Change Communication (BCC) approach Test these IEC materials and adapt them if necessaryEnsures that activities are appropriately proposed, when deemed necessary, amendments to the WASH strategy, in consultation with the WASH PM. In collaboration with the WASH PM, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.Develops or improve already existing tools to improve the WASH sensitization activities.Develops or improve already existing tools to improve the monitoring of WASH structures.Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.Participates in the development of database tools and supervises field testing of the toolsIn a participatory manner identifies, mobilizes and trains community members and other actors to encourage their participation in different aspects of the project implementation and development.Master in anthropology, behavior change or communication with an experience in water sanitation or social marketing in the field with an NGO especially in Kenya.
