G2P Payments Manager Job Vacancy at FSD Kenya


The opportunity

FSD Kenya ¡s managing the development and implementation of large scale government payment programmes across Kenya. Among these is the Hunger Safety Net Project (HSNP), a partnership between the Kenya Government, Department for International Development (DFID) and other development agencies.

HSNP has been undertaking a major cash transfer pilot scheme in the arid and semi-arid regions of the country over the past three years.

FSD Kenya took the responsibility of managing the payment element of this pilot on behalf of DFID and will continue managing and supporting government to person (G2P) payment solutions.

FSD now requires a full-time project manager who will be in charge of:
  • The overall management of its Government Payments Project;
  • Supporting research and knowledge enhancement by commissioning research exercises into relevant topics in the payments area;
  • Identifying and developing initiatives in the formal financial system theme area; and,
  • Identifying creative ways of disseminating project results to maximise impact on financial markets development.
Who we need

Mandatory requirements for this post are:
  • Experience of successful project management,
  • Relevant academic/professional qualification (minimum of bachelor degree level),
  • At least three years working in the financial sector in Kenya.

Background:

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.

With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

VSF Germany would like to recruit the Head of Programs. The position is based in the regional office, Nairobi with frequent travels to the Field Offices.

Overall Responsibilities:
  • Spear head strategic development and Planning of the programs and projects for the organization in the various countries within the region.
  • Quality control of the programs & project implementation & donor reports, provide leadership & management to the regional program staff and is responsible for the budgets.
Key Responsibilities:
  1. Projects Development Provide strategic direction to the projects, to ensure they work towards achieving a successful implementation in a sustainable manner and responds to emergencies effectively. Design programs and projects based on the Organizational Strategic Plan. Work with the Country Representatives & Project Managers to diversify the funding base through developing existing or new relationships with donors.
  2. Implementation and Quality of the Program Make key decisions in relation to the program implementation, and offer solutions to problems that arise during the implementation of programs. Ensure the projects meet Donor & VSF G Quality Standards and international Codes of Conduct in project implementation. Develop an Internal Monitoring and Evaluation framework. Manage both and donor and internal reporting on project implementation.
  3. Management Motivate the program team and ensure they have clear objectives and receive meaningful feedback on their performance. Participate in HR management to ensure the achievement of program goals & objectives, including recruitment, staff development, security etc. Develop country development plans with country representatives for each country.
  4. Networking and Communication Build relationships with donors and other INGOs and government stakeholders in the Region. Ensure regular and effective communications are maintained within the program, Regional office and Donors. Champion the development of lesson learn and good practice documentation from VSFG’s intervention.
  5. Budgetary responsibility Assist the program team to develop, finalize and closely monitor the program budget. Work closely with the Finance Department to ensure effective financial and budgetary control of the programs, according to donor & VSF G policy and procedures. Ensure corrective measures are taken to address over/under expenditure in the project budgets.
Qualifications, Experience, Attributes & Skills required
  • Postgraduate degree in Development studies, Project planning or international relations.
  • A minimum of 5 years experience in management of development and Humanitarian projects in Africa.
  • Team leadership experience highly preferred.
  • Working experience in financial management for donor projects.
  • Practical experience in proposal writing & grant making for Humanitarian and development projects.
  • Excellent computer knowledge.
  • Minimum 5 years experience in managerial and donor reporting.
  • Outstanding communication and presentation skills.
  • Must be a strong, decisive and results oriented leader.

Senior Program Officer - Technology

NDI is launching a web-based technology platform that provides space for Somalis in and outside of the country to interact, share ideas, and gather information.

This position, under the supervision of the Resident Program Manager will manage the early development phases of the program.

He/she will be responsible for program administration; developing advertising and outreach strategies; identifying sources of information; writing reports and proposals; managing contracts; as well as building and maintaining relationships with Somali partners, donors, and media groups.

Qualifications: Undergraduate degree in a related field; at least 5 years experience with international organizations, media, advertising agencies or technology providers; excellent translation and interpretation skills from English to Somali and Somali to English; and computer literacy and familiarity with social media platforms such as Facebook, Twitter, and blogging sites.

This position is temporary from September through December 2011 with a possibility for extension.

Program Officer

This position, under the supervision of the Resident Program Manager will be responsible for implementing activities in his/ her programmatic area and contributing to the overall strategic direction of the program.

This will include facilitating technical assistance; coordinating administration and logistics; managing staff and consultants; building and maintaining relationships with partners; ensuring the effective monitoring and evaluation of programs, progress and outcomes.

Qualifications: Undergraduate degree in international relations or related field.

A minimum of 3 years relevant work experience in international development, community organizing, political campaigns, organizational development, or legislative affairs; exceptional writing skills; excellent translation and interpretation skills from English to Somali and Somali to English; computer literacy; and ability to do political analysis required.

Our client is seeking to fill the position of Project Manager to lead the planning, development and marketing of their Project Proposal for a period of up to 18 months as per the TORs below.

Terms of Reference

(1) Project Manager

Reporting to the Regional Director (RD) and in close collaboration with the Project Working Group, the Project Manager will as needed:
• Develop and agree with the RD a detailed work-plan for the implementation of the assignment with time bound activities and deliverables.
• Design and oversee and/or directly undertake extensive dairy subsector studies in current and target new countries;
• Securing existing, and identify new financiers and partners from the public (national and local), private (including dairy companies, input manufactures, and financial institutions) and NGO sectors.
• Lead the drafting of proposal(s) in collaboration with the Project Working Group and donor guidelines as needed
• Organise stakeholder events including national, regional and international donor/investor meetings/consultations for the proposed project as required
Deliverables:
• Project Development Action Plan and Budget
• Intermediate outputs as agreed in the Action Plan. Those would include: detailed market opportunity assessments in Ethiopia and Tanzania; detailed value chain analyses identifying constraints to the growth of an inclusive and competitive dairy sector; and opportunities for public private partnerships at various levels of the dairy value chains.
• Project draft proposal and investor prospectus
• Raise an estimated sum of US$ 100 – 150 million in cash and in-kind contributions/pledges from basket of donors and investors including –institutional donors; bilateral and multilateral donors; private and public sector investment; farmer equity; and banking sector loans.
