GIS Specialist / Environmental Planner

Responsibilities shall include but not be limited to the following:

1. Form part of a team engaged in the execution of consultancy services to clients in respect of environmental projects, including the execution of:

• Bids for professional services;
• Investigations / Assessments and documentation in accordance with the project brief;
• All administrative tasks associated with the assigned project, including all reporting on job progress.

2. Leading GIS projects and initiatives;

3. Providing GIS services in regard to environmental impact assessments, donor-funded environmental programs, environmental planning and management, geospatial analysis and similar projects.

Specific responsibilities:

Environmental Planning & Management:

• Contribute to the preparation of environmental & social impact reports, strategic environmental assessments, environmental audits and site plans.

Geospatial Analysis:

Seek opportunities, develop and implement programs in geospatial analysis.

More specifically:

• Design resource assessment data collection programs;
• Conduct training on environmental planning and management, geospatial analysis, and any other environmental topics as required;
• Carry out remote sensing, mapping and spatial analysis;
• Undertake statistical data analysis.

Performance of any other duties falling under the operational portfolio of the company.

Qualifications:

• Masters degree in Geographical Information Systems, Geography, Environmental Planning or a closely related field.
• Bachelors Degree in any of the Natural Sciences, Geography or Environment.
• No less than 8 years demonstrated experience in ARC Map, ARC Editor, including ESRI-based products or other GIS-related applications relating to planning and ability to maintain departmental GIS data.
• Knowledge and experience in environmental impact assessments and environmental audits in infrastructure and development projects.

he United State Agency for International Development’s bi-lateral Mission for Kenya, USAID / Kenya, seeks to fill the position of Geospatial Facility Manager within the Executive Office.

The incumbent will lead a team of GIS Analysts and interns that deliver a range of geospatial services to the technical staff within the Mission.

The Manager will concentrate on building awareness and demand for geospatial services within USAID staff as well as providing technical oversight and project management skills.

The Geospatial Facility is a new addition to the USAID offices and offers a great opportunity to demonstrate innovation and leadership for the right individual.

The incumbent will report directly to USAID/Kenya Senior Management and as such will have a high profile within the organization.

The primary duties will include:

• Provision of a wide range of geospatial services to a variety of technical sectors;
  
• lead the further development of the facility thought clear and practical annual deliverables;
• manage facility staff, giving them technical guidance to deliver practical and timely solutions;
• act as the central point of contact for geospatial related communications between USAID staff in Nairobi, Implementing Partners and other USG groups utilizing GIS; and
  
• promote the role of geospatial technology within the Mission through regular communication and planned training and outreach initiatives.

Education: A master’s degree in Geography, Geographic Information Systems, or Social Sciences is required.

Experience (50%):

• Five years of progressively responsible experience in geospatial technology, administration and business management.
  
• Experience in developing, implementing, and managing departmental work plans within a large organization.
  
• Experience applying geospatial tools in support of international development within Kenya and/or East Africa.
  
• At least two years of experience leading a team of geospatial professionals to provide a services oriented approach that meets multiple and often time sensitive demands.
  
• Experience managing complex databases and the development of web based mapping applications using ArcGIS Server and Adobe Flex.
  
• Must have exhibited a success in communicating complex technical subjects to well educated colleagues that have only limited exposure to geospatial technology.

Knowledge (20%):

• In-depth professional-level knowledge of Geographic Information Systems, Remote Sensing and Global Positioning System technology.
  
• Possess an understanding of USAID development principles, concepts, and practices, especially as they relate to the position and geographic region.

Skills and Abilities (30%): Level 4 (fluent) spoken and written English. Short-listed candidates will be requested to submit a writing sample demonstrating technical writing skills and give a brief technical presentation (15 minutes).

Applicants will also be tested on their technical ability using desktop GIS programs and their understanding of USAID’s existing web mapping applications.

Computer literacy and proficiency in Microsoft Office Suite is required.

Ability to work in teams to achieve positive results and to facilitate meetings and make oral presentations to senior officials in a multicultural context is required.

NDI is seeking applications for several vacant positions for Senior Program Officers, Program Officers and Program Assistants for the Kenya program and the Regional support team.

Senior / Program Officers

Applicants must demonstrate a minimum of 5 years' experience in one of the following areas:

• Civil society: maintaining relationships and communication with civil society partners implementing election support activities. Previous experience either within a civil society organization or managing a civil society program in the field of democracy, governance or the electoral process is strongly preferred.
• Political parties: supporting a wide range of program activities assisting political parties. Previous experience in the field of democracy/governance is required. Previous experience working on programs relevant to the development of political parties in Kenya would be an advantage.

Qualifications: NDI is seeking graduates, preferably in Law, Political Science or International Relations plus relevant experience. A graduate degree in a relevant field is preferred. A strong understanding of the political context in Kenya, particularly regarding the electoral process or political parties and demonstrated ability to support a non-partisan program are required.

Program Assistants

Applicants must demonstrate a minimum of one year of experience relevant to civil society, electoral process or political party programs.

Qualifications: NDI is seeking candidates who have a University degree in Law, Political Science or IR. A strong understanding of the political context in Kenya, particularly regarding the electoral process or political parties and demonstrated ability to support a non-partisan program are required.

Financial / Administrative Assistants

Applicants must demonstrate one of the following sets of competencies/qualifications:

• Accounting Assistant: CPA part IM/ACCA and has a minimum of 1year experience in a busy accounting environment. Understanding of NGO financial management. A strong interest in IT is desirable.
• HR/Administration Assistant: Higher Diploma in HR and minimum one year of experience in HR and General administration are required. An undergraduate degree is an advantage

All the above positions require candidates who are committed to Kenya's democratic development, with strong oral and written communication skills (English), proficiency in MS Office (Word, Excel, Powerpoint) and are able to manage multiple tasks with flexibility, diligence and team orientation.

Technology Consultant

Applicants must demonstrate experience/ability to:

• Support NDI domestic election monitoring partner organizations to design and implement information, communication and technology strategies to improve on the reach and impact of their election work.
• Guide and participate in the development of technology tools to visualize observation, reporting, database management, website development and online publishing of election related information

Qualifications and Requirements:

• Minimum University Degree in Computer Science, Information Technology, Information Science or other relevant field with strong quantitative background. A graduate degree will be highly preferable.
• Experience in Web 2.0 functionality
• Solid understanding of MYSQL
• Knowledge of GIS applications
• Experience working with PostGRES and PostGIS

Background

The objective of the African Monitoring of the Environment for Sustainable Development (AMESD) Project (funded by the European Development Fund) is to enhance monitoring for sustainable management of the environment thereby contributing to poverty alleviation. Within the Inter-Governmental Authority on Development (IGAD) region, the activities are focusing on the assessment and monitoring of land degradation and natural habitats for sustainable land management. The Regional Implementation Centre, the IGAD Climate Prediction and Applications Centre (ICPAC), a specialized institution providing climate information, prediction and early warning for applications in support of environmental management, is responsible for the overall management of the Thema and for developing the Natural Habitat Conservation (NHC) service. 

Duties and Responsibilities

Under the general supervision of the Director of ICPAC and the AMESD counterpart, the Remote Sensing Assistant will be responsible for the following duties and responsibilities:

• Process and analyse remote sensing time series, mostly from Eumetcast data flow, and implement near real time processing chains;
• Develop and updating of the IGAD Thema image database;
• Maintain and use of the AMESD satellite ground receiving station;
• Organize and coordinate ground truthing missions, classify high resolution imagery;
• Prepare periodic progress reports and annual reports showing achievements against planned targets and providing justification for performance gaps;
• Undertake any other related duties as may be assigned by the AMESD counterpart.

Education 

At least a bachelor’s degree in remote sensing science, geography, physics or related discipline with specialization in image processing and remote sensing software. 
 

Work experience

At least 5 years of working experience in operational remote sensing unit services or projects with a strong image processing component. Image server management and ground truthing experience. 

Competencies

• Digital image processing algorithms and raster methods;
• Remote sensing sofware and processing, particularly ERDAS Image suite, ENVI etc;
• Ability to customize image processing software with coded scripts in languages, including IDL;
• Image server management (ArcGIS image server or other);
• Surveying and ground truthing;
• System management and Linux operating system;
• Ability to prepare written reports in a clear, concise and meaningful manner;
• Ability to work in an international environment.

Languages

Fluency in oral and written English is required. Knowledge of French would be an added advantage.

The Geographic Information Systems Consultant will be under the overall Guidance of UNFPA Southern Sudan Office Deputy Representative; the Geographic Information Systems Consultant will carry out the following duties and responsibilities and directly report to the Population & Development Officer. The Consultant shall be working very closely with the SSCCSE staff mainly the Department of Geographic Information Systems, Remote Sensing & Cartography.

Key Responsibilities:

Guide and assist the GIS/RS & Cartography Department in planning and executing technical tasks that include:
- Keeping project documentation up to date
- Provide input and guidance in the overall operational planning and operations of the Department within SSCCSE
- Arrange and maintain data sets (vector and raster) – including metadata
- Serve as the link between the mapping and related SSCCSE statistical/demographic and UNFPA Population Census Support Unit activities
- Ensure good operation and maintenance of GIS lab hardware and software
- Assist in planning, map production and map reading training to the staff of GIS/RS & Cartography Department.
- Assist and provide guidance on analysis and map product development based on census and other statistical variables
- Provide methodology and ‘hands-on’ practical guidance in planning, managing and collecting new field data
- Assist with hands-on practical data preparation and the integrating of newly collected field data, improving existing data layers
- Assist in marketing the use of mapping data for government authorities through presentations
- Play an active role in the Southern Sudan geo-information society and assist in building GIS and mapping capacity and Geospatial Data Infrastructure.

Qualifications:

Education: University Degree in Geography and Post-Graduate level qualification in GIS.

Work Experiences: At least 3 years experience in the field of Geographic Information Technology (GIT) especially in managing and maintaining vector data sets, managing and use satellite imagery for census mapping and socio-economic purposes in an ESRI software working environment. Experience in developing, directing and implementing of a census or field research survey mapping project and/or conduct of census cartography work in developing countries, particularly in Africa is essential. Experience in spatial analysis and map product development will be an advantage.

Computer Skills: Knowledge of standard soft ware packages, MS Office including MS access, or any other database software, ESRI software.

Languages: Excellent command of oral and written English is essential and knowledge of Arabic is an added advantage.

Exposure to an international environment with UN/NGO/Government or a Multilateral organisation/institution; and Knowledge working with UN agencies, NGOs and humanitarian partners is an asset and additional proficiencies in database and website development, or IT is an added advantage
