KRCS has been appointed the Principal Recipient (PR) for Global Fund (GF) Round 10 HIV Grant. It is in this respect that the Society has set up the Global Fund Programme Management Unit (GF PMU).

The unit is looking for qualified persons to fill the following positions:

Position Title: Programme Assistant

1 Position

Reporting to: Deputy Secretary General, Global Fund PMU

Job Location: KRCS Headquarters

Overall Purpose

Reporting to the Deputy Secretary General, Global Fund Programme Management Unit (PMU), the Programme Assistant is responsible for providing effective confidential secretarial and administrative support services in the development, implementation and evaluation of programme activities.

Specific duties include collecting and analysing data and information, preparing correspondence, providing information to staff and customers, scheduling appointments, planning and organising meetings, travel and conferences, writing minutes, as well as monitoring the progress of various assignments to ensure that the DSG GF and the rest of the GF management team is kept fully informed on all matters requiring immediate attention.

Duties and Responsibilities
  • Maintain communication channels between the Office of the Deputy Secretary General Global Fund PMU and other departments as well as external organisations and individuals.
  • Prepare notes, correspondence and reports in accordance to instructions
  • Respond to telephone inquiries, giving information to callers and routing calls to appropriate officials and also placing outgoing calls.
  • Receive official visitors and walk-in customers by ascertaining the nature of business and directing them accordingly.
  • Schedule appointments and screening requests for meetings, synchronizing and updating the DSG GF PMU appointments.
  • Prepare both local and international itineraries, confirming travel, freight and hotel reservations.
  • Oversee the proper maintenance, storage, retrieval of files and documents in order to ensure that they are accessible and secure.
  • Monitor and track the progress of various assignments and regularly updating the DSG, GF, and other members of staff on organisational deadlines and problems.
Minimum Qualifications
  • Bachelor’s degree qualification in Business Management or equivalent qualifications.
  • Over three (3) years relevant experience gained in a busy executive office.

Position Title: Internal Audit and Compliance Manager

1 Position

Reporting to: Deputy Secretary General, Global Fund PMU

Job Location: KRCS Headquarters

Overall Purpose

Reporting to the Deputy Secretary General Global Fund PMU, the Internal Audit and Compliance manager is responsible for conducting internal audit checks to assess effectiveness of controls, accuracy of financial transactions and efficiency of operations, also ensuring compliance in both financial, and programmes implementation to donor requirements.

In addition, to implement and enforce cost control measures by examining and analysing SRs’ accounting records to determine financial status of the institute. Other responsibilities include identifying risk factors, preparing audit reports and developing recommendations for improving service delivery systems for CSOs.

Duties & Responsibilities
  • Coordinate Programme audits to PR and SRs in liaison with the Finance and programme Department and ensure the programme is cleared in all audits to the PR and SRs and follow through the implementation of the audit recommendations.
  • Examine records internal (PR) and of Sub Recipients to ensure proper recording of financial transactions.
  • Analyse deficiencies in Internal Control Systems, management controls, duplication of effort, extravagance, fraud or irregularities against approved management policies.
  • Conduct special audits to discover fraudulent methods and techniques and to develop controls for fraud detection and prevention.
  • Review and handle incidents of violations against organisational policy and regulations and recommend appropriate action
  • Assess training needs as well as develop and implement on-the-job training programmes aimed at equipping staff of the PR and the SRs with knowledge and skills in internal audit control, ethical business conduct as well as integrity and accountability of funds and compliance.
  • Coordinate the annual external audits of the Sub-Recipients (SR)
Minimum Qualifications
  • Post Graduate degree in finance, business administration, commerce, economics or equivalent qualifications plus professional accounting qualifications such as CPA/ACCA and CISA as well as membership to a relevant professional body
  • Over five years relevant professional experience in the areas of audits and accounting related to programming.
Key Competencies
  • Broad knowledge of approved principles, procedures, and best practices involving accounting and financial record keeping including donor accounting procedures.
  • Interpret and apply management policies and procedures, rules, regulations and government directives issued to public sector organisations.
  • Proficiency in spreadsheets, databases, word-processing, and presentation applications, including computerized finance, accounting, auditing, and record keeping systems and experience working with large and complex data sets.

Position Title: Procurement Manager

1 Position

Reporting to: Head of Supply Chain

Job Location: KRCS Headquarters

Overall Purpose

Responsible to the Head of Supply Chain for development, implementation and evaluation of an effective procurement plan and tender specifications for purchasing supplies and capital equipment in line with the approved budget.

Other responsibilities include developing and implementing an effective procurement and supplies management information system for monitoring and tracking costs of materials, goods and services in order to control expenditure and ensure efficient use of the organisational resources.

Duties and Responsibilities
  • Prepare strategic procurement plans and budget outlining key activities to be undertaken, the projected cost, funding sources as well as expected outcomes
  • Develop and implement flexible and responsive procurement and stores management system for monitoring and tracking costs as well as maintaining up-to-date inventory of goods.
  • Process approved purchase requisitions and recommending the most appropriate method of procurement, either through direct purchase or through a competitive bidding process.
  • Confer with vendors and suppliers to obtain product or service information such as price, availability and delivery schedule. Also obtain estimate value of goods and services through multiple quotations from reliable and competitive suppliers.
  • Develop detailed tender specifications and performance standards to facilitate procurement of capital equipment, goods and services in strict compliance with the Society’s approved policy as well as the Global Fund requirements
  • Organise procurement selection meetings to consider tender applications against approved technical specifications and with due regard to market price, cost, quality and speed of delivery as well as economy of operations.
  • Prepare purchase orders, obtaining authorised signatures and forwarding procurement documents to the Finance Department for payment processing.
  • Follow up with suppliers and vendors to track and evaluate the delivery of approved supplies.
  • Liaise with the Logistics unit to organise for the deliveries to the SRs or End-user
Minimum qualifications
  • Bachelor’s degree in Purchasing and Supplies Management plus membership to a professionally recognised body
  • Over three (3) years relevant experience in purchasing and supplies management gained from a large organisation
Key Competencies
  • Considerable knowledge of purchasing methods and procedures; working knowledge of sources of supplies, price trends and grades or quality of materials and equipment;
  • Working knowledge of procurement policy and procedures as well as government and donor agencies procedures and regulations for acquisition and disposal of assets
  • Proficiency in word processing, database, spreadsheet applications and computerised procurement and stores software packages
  • Demonstrated experience in preparing, evaluating and awarding of tenders including contract management.

Mercy Corps jobs - Integrated Humanitarian Response Director Job in Wajir, Kenya

Program/ Department Summary:

Over the last five years, more than 90 percent of the agency's resources have been allocated directly to programs that help people in need.

Traditionally, Mercy Corps programs in Kenya focus on increasing young people’s ability to peacefully resolve conflict, engage in the democratic reform process, and increase access to employment and economic independence.

Mercy Corps Kenya began emergency operations in Wajir West and South in the first week of August 2011 focusing on provision of clean water to approximately 90,000 individuals in 13 locations.

In the coming weeks, Mercy Corps will scale up water and hygiene promotion activities to include:

1) Voucher system to enable vulnerable households to purchase water from private vendors;

2) Provision of generators and spare parts to functional boreholes that are under extreme stress from over use;

3) Construction and rehabilitation of water storage facilities and separate receptacles for humans and animals; and

4) Training of community groups in Participatory Hygiene and Sanitation Transformation (PHAST).

To protect household assets, Mercy Corps will work with market actors to initiate an unconditional cash transfer program enabling up to 2,000 households to flexibly purchase basic foodstuffs and other essential items.

Cash for Work activities will provide immediate short-term employment opportunities primarily to safely dispose of animal carcasses which pose a significant public health risk, and to rehabilitate water infrastructure.

General Position Summary:

The Director, Integrated Humanitarian Response is a senior management position and will oversee all of Mercy Corps Kenya’s humanitarian programs, providing oversight to ongoing grants and helping in program scale up or expansion by eliciting new funding.

The Director, Integrated Humanitarian Response will work in integrating conflict prevention and gender sensitive programming in the emergency and humanitarian programs that Mercy Corps implements in Kenya.

Essential Job Functions:
  • Manage and oversee the implementation of an OFDA funded Emergency Response program targeting vulnerable populations in Wajir district, including management of the grant and supervision of project activities.
  • Ensure all MC administration, logistical, human resources and financial procedures are followed in relation to implementation of humanitarian grants.
  • Lead the design and implementation of new emergency programs based on needs analysis, assessments and sectoral information
  • Proactively keep abreast of humanitarian issues and priorities in Kenya and ensure Mercy Corps is well positioned and prepared to respond
  • Maintain awareness of important global humanitarian issues and paradigms and disseminate this information to Mercy Corps Kenya Senior Leadership
  • Participate in Mercy Corps Kenya’s strategic planning processes and ensure key humanitarian issues are prioritized
  • Train key Mercy Corps Kenya staff in humanitarian principles and best practices and proactively identify staff for relevant humanitarian trainings
  • Integrate conflict prevention and peace building programming techniques in emergency and humanitarian response programs
  • Integrate gender sensitive and protection programming activities in emergency and humanitarian response programs
  • Conduct regular site visits to ensure proper delivery of services.
  • Represent Mercy Corps at key humanitarian meetings, attend coordination meetings and maintain regular contact and networking with relevant NGO, government of Kenya, UN, multilateral and bilateral donors.
  • Write monthly reports on program progress, obstacles and recommendations and produce regular updates and success stories for dissemination to donors.
  • Write donor reports as requested and required in the grant agreements
  • Assist with security monitoring to ensure MC staff, assets and partners are able to work securely.
  • Promote and adhere to the principles and objectives of Mercy Corps.
  • Conduct yourself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Knowledge and Experience:
  • MA/S or equivalent in international development or related field preferred.
  • Minimum of seven years experience in international development.
  • Comprehensive understanding of USAID protocols and emergency donor ways of working and funding mechanisms required.
  • Previous experience in writing humanitarian response proposals and rapidly designing emergency response programs
  • Demonstrated success in programs related to emergency response required
  • Thorough understanding of the context and current environment in Ethiopia essential
  • Proven managerial skills required
  • Demonstrated ability to function as a social entrepreneur and proven success with building, managing and leading a team of professionals and the ability to function as a team player among peers.

Living /Environmental Conditions:

The position will be based in Wajir with frequent travel to field sites as well as regular domestic and occasional international travel. An arid area prone to drought, Wajir is located in the Northeastern Province of Kenya and is the capital of Wajir District.

Staff in Wajir live in group housing which is served by basic amenities. The area is served by an airport that has regular flights to Nairobi and Mogadishu.

The Director – Integrated Humanitarian Response is expected to follow all security protocols including limited movement when necessary.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting.

The Nutrition Project Manager will be based in Marsabit and tasked with the full-time management of this programme, including supervision of two project officers.

Scope:

The International IT Coordinator (IITC) has primary responsibility for the coordination and execution of the IRC’s international IT activities in the French speaking countries, but is also involved in larger, strategic projects, and will work in other regions as necessary.

Summary

Humanitarian Aid programme seeks to enhance accountability mechanisms and the effectiveness of relief programmes with specific reference to food assistant programmes.

The programme will rely on multi stakeholders approach in conducting research on governance in the Food Aid sector and building up capacities of Humanitarian actors to mitigate corruption risks. This will be followed by research based advocacy.

Duties and Responsibilities

1. Programme Management

2. Research
  • Carry out research including desk review, key informant interviews & survey in H.A and food aid sector and write briefings and summary papers

  • Support the drafting and review of the study methodological approach, survey tools, and stakeholders mapping

This will include: sourcing material/ supplies, procurement and delivery, fleet management, construction, repairs, rehabilitation, stock and supply chain management, and maintenance of logistics information systems.

S/he will manage logistics assistants and work closely with the Crisis Management Teams to ensure appropriate security procedures and systems are in place.

The successful candidate will have a mimimum of graduate diploma in the Chartered Institute of Purchasing and Supplies or equivalent, plus relevant basic degree. Excellent computer skills, experience in Microsoft Offices systems.

The candidate will have at least 3-5 years management experience of logistics, preferably humanitarian logistics, in conflict environments. Must have capacity to establish and manage good logistics systems and experience of major institutional donor regulations.

The candidate must demonstrate an ability to evaluate situations and challenges, and devise appropriate solutions and ensure teams deliver results.

Deputy Chief of Party Job in Kenya - International Rescue Committee (IRC)



The International Rescue Committee, IRC, is bidding on a USAID RFA for the FANIKISHA Institution Strengthening Project in Kenya.

The FANIKISHA project aims to improve the health status and well-being of Kenyan citizens through improving the capacity of national Kenyan CSOs to strengthen the institutional and technical capacity of smaller affiliate CSOs. The RFA response is due 26 April 2011 and the project is anticipated to start 1 August 2011 and run for 5 years. The anticipated budget range is $38m to $44m.

*Position is contingent upon award of contract.

Scope of work

The DCOP is responsible for ensuring that the project is implemented in accordance with the cooperative agreement, and all applicable USAID and USG regulations.

The DCOP will focus on the sub-granting, monitoring & evaluation and compliance aspects of this program, while deputizing for the COP whenever necessary on core management and representation functions. The DCOP will work closely with the USAID in-country Mission to provide project updates, discuss strategies, obstacles, performance plans, and indicator success.

Essential Job Functions:
  • Develop, implement and monitor appropriate sub-granting mechanisms for the project in full compliance with IRC and USAID regulations;
  • Develop and implement a detailed and cost-efficient monitoring framework for the project;
  • Ensure timely reporting of all sub-grantees and monitoring structures to ensure timely, informative and relevant data is provided to USAID and other stakeholders as appropriate;
  • Lead the provision of technical expertise in the domains of monitoring and evaluation, financial compliance and sub-granting processes;
  • Manage project staff working on sub-granting, compliance and monitoring & evaluation functions;
  • Liaise with external evaluators and auditors to ensure full transparency regarding the project;
  • Support and deputize for the COP as needed in terms of representation, coordination, management and other functions.
  • Provide financial and technical management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely submission of financial reports to the donor;
  • Ensure that the project is implemented in accordance with the cooperative agreement, donor regulations, and internationally recognized quality standards;
  • Ensure that Project initiatives adequately address the needs of the most vulnerable beneficiary population in the most cost-effective manner;
  • Forge and maintain solid cooperation with partner organizations and government officials;
  • Manage project properties according to IRC and USAID regulations.
Requirements
  • Masters degree required;
  • Minimum of five years of overseas management experience;
  • Strong background in sub-granting, compliance and monitoring systems;
  • Knowledge of institution strengthening and/or public health background an advantage;
