As administrative Head of the Assembly and Principal Advisor to the Speaker of the Assembly, the job holder will serve as the Accounting Officer / authorize officer for the Assembly
The jobholder will also be responsible for: All policy and organizational matters;Co-ordination of all official assembly functions and ceremonies;Enhancing public understanding and knowledge of the Assembly and increasing public accessibility to and awareness of the Assembly;Dealing with external relations;Principal advisor to presiding officers and to all members of the AssemblySitting in the county Assembly Service Board as the secretary to the board;Advising the Speaker in the exercise of the powers and functions of the office;Marshalling all legislative measures passed by the AssemblyReceiving reports from the budget office; andSupervising and coordinating all the Departments of the AssemblyThe successful candidate will have at least a Bachelors degree in social Sciences, Humanities or a relevant field and a minimum of five (5) years relevant working experience.Experience working at managerial level in a public office will be an added advantage.Excellent written and oral communication skills;Meets the requirements of leadership and integrity set out in Chapter Six of the Constitution.Good interpersonal skills and a collaborative management style; andThe ability to multitask and work well under pressure.If you believe you fit the required profile, please drop your application at the Assembly Offices or email the same to s-ruwa@yahoo.com on or before Monday 15/07/2013 at 5pm.

The Kajiado County Assembly Service Board is the body mandated by the law to, among other functions, constitute offices in the County Assembly service, and appointing and supervising office holders. In pursuance of this function, the Board seeks to recruit highly qualified, results oriented and self motivated personnel to the following offices in the service of the Assembly:

1. Chief Finance Officer / Head, Department of Finance

This Office will be responsible to the Clerk for the efficient management of financial services in the Assembly. The duties and responsibilities will include:Advising the Clerk on financial and accounting mattersDeveloping and executing financial and accounting management and control systems in line with the Public Finance Management Act, 2012Issuing financial management instructions and maintaining effective internal control systemsCoordinating the budget formulation, preparation, execution, accounting and reporting.Monitoring, evaluating and overseeing the management of public finances and economic affairs of the AssemblyAny other duty as may be assigned by the ClerkFor appointment to this position, a candidate must:Be a holder of a Bachelors degree in Finance/Commerce/Accounting from a recognized university (a Masters degree or other additional qualifications will be an added advantage)Be a holder of CPA (K) or ACCA qualificationsBe a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK)Have at least 5 years post qualification experience, at least two of which must have been in a managerial/supervisory levelThis Office will report to and assist the Chief Finance Officer/Head, Department of Finance and discharge similar duties and responsibilities, and/or any other duty as may be assigned by the Clerk
 For appointment to this position, a candidate must:Be a holder of a Bachelors degree in Finance/Commerce/Accounting/Economics from a recognized university (a Masters degree or other additional qualifications will be an added advantage)Be a holder of CPA (K) or ACCA qualificationsBe a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK)Have at least 5 years post qualification experience3. Human Resource Officer/ Head, Department of Human Resources and Administration
This Office will be responsible to the Clerk for the efficient management of human resource function and administration. The duties and responsibilities will include:Advising the Clerk on human resource and administration mattersEstablishing human resource systems, structures and proceduresCoordinating matters and systems relating to human resource, staffing, deployment and remuneration in the AssemblyProviding direction on strategic human resource planning, organization and developmentTraining and capacity development for the Hon. Members of the County Assembly and staff.Any other duty as may be assigned by the ClerkFor appointment to this position, a candidate must:
a. Be a holder of a Bachelors degree in Human Resource management or any other relevant and comparable qualification from a recognized university. (a Masters degree or other additional qualifications will be an added advantage)
b. Be a registered member of the Institute of Human Resource Management of Kenya
c. Have at least 5 years post qualification experience, at least two of which must have been in a managerial/supervisory level
 This Office will head the Procurement Unit and be responsible to the Clerk for the efficient management of supply chain management services in the Assembly. The duties and responsibilities will include:Advising the Clerk on supply chain/procurement mattersEstablishing, managing and coordinating the procurement systems, structures and procedures in the AssemblyProviding guidance on procurement policies and procedures including the implementation of all procurement laws, regulations and policies.Providing overall guidance on contract design and managementProviding guidance on the disposal of the assets of the County AssemblyUndertaking capacity building in matters of procurement for the staff of the County Assembly.Any other duty as may be assigned by the ClerkFor appointment to this position, a candidate must:
a. Be a holder of a Bachelors degree in Procurement/Supply Chain Management from a recognized university. (a Masters degree or other additional qualifications will be an added advantage)
b. Be a registered member of the Chartered Institute of Procurement and Supplies (CIPS), Kenya Institute of Supplies Management (KISM) or any other relevant professional association
c. Have at least 3 years post qualification experience, at least one of which must have been in a managerial/supervisory level

The ideal candidate will oversee and supervise the mounting and assembly of motorcycles and three wheelers.

Key Tasks and Responsibilities

Overseeing the assembling of components into a motorcycleSupervising the Mounted assembled components, such as engines, batteries, wiring harnesses, electronics, wheels and subassemblies on motorcycle frameTraining mechanics on the assembling, bleeding and testing of  hydraulic fluid systemsEffectively managing all required paperwork such as Assembly Records, Test Reports and Non-Conformance Reports as required in a timely and organized mannerPerforming inspection using measuring instruments and electronic test equipment to ensure parts and assemblies meet production specification and standardsPerforming roll testing, on-road test riding and pre-delivery inspectionsWorking with management in developing and implementing appropriate assembling proceduresHelping the management in inventory planning, parts procurement and  picking parts Training other assembly technicians and oversee assembly process start to finishDegree/Diploma in Mechanical Engineering or any related fieldA minimum of 2 yrs experience in mechanical assembly, repair and maintenance of motorcycles, with knowledge of liquid-cooled engines and electronic fuel injectionGood mechanical reasoning, strong analytical and problem solving skillsAbility and willingness to comply with work orders and work instructions, follow production drawings and respond to verbal instructionA valid driving license.
