Dodoma Urban Water supply and Sewerage Authority (DUWASA) was established under section 3(I) of Cap. 272 of 1997 as reviewed by section 60 of Water supply and Sanitation Act No. 12 of 2009. DUWASA is charged with the overall responsibility of operations and management of water supply and sanitation services in Dodoma urban within the Municipality. 

Applications are invited from suitably qualified, dynamic, experienced and performance driven Tanzanians male and female, to fill in the following excellent carrier opportunities:

1.0 HUMAN RESOURCES OFFICER II (ONE POST)
1.1 Academic Qualifications 
Holder of a Degree in Human Resources Management/Public Administration or its equivalent from a recognized institution with at least one (1) year working experience as Human Resources Officer from a reputable organization. 

1.2 Main Duties and Responsibilities:
1.2.1 Participates in carrying out periodic job evaluation and design of appropriate remuneration structures.
1.2.2 Prepares, coordinates, reviews and advices on detailed training policy and programmes and their implementation.
1.2.3 Ensures adherence to Human Resource policies, regulations and procedures of Authority.
1.2.4 Provides guidance and training to managers and supervisors on positive employee relations practices; counsels individual employees on a wide variety of work place issues; as appropriate. 
1.2.5 Co-ordinates staff performance appraisal reports and submit recommendations.
1.2.6 Deals with staff salary administration and status of staff statutory deductions.
1.2.7 Performs any other duties as may be assigned to him/her, from time to time by Head of Human Resources and Administration.


2.0 PUBLIC RELATIONS OFFICER II (ONE POST)
2.1 Academic Qualifications 
Holder of a Degree in Journalism, Mass Communication, International Relations, Marketing Communication, Public Relations & Advertising, or any other approved equivalent qualification by recognized institution with at least one (1) year working experience as Public Relations Officer from a reputable organization. Knowledge in Web Design and strong command of both spoken and written English and Swahili will be an added advantage.
2.2 Duties and Responsibilities:
2.2.1 In collaboration with the IT specialist, maintaining and updating DUWASA’s website December and June of every year and uploading it as required.
2.2.2 In collaboration with the Customer Services Officer, coordinating all customers’ information and complaints through toll free and registers.

2.2.3 Accompanying official visitors to the Authority’s offices and installations.
2.2.4 Making follow up on the availability of water supply to the University of Dodoma (UDOM), potential institutional customers and other domestic customers on daily basis.
2.2.5 Taking minutes during a meeting between Board of Directors and all staff.
2.2.6 Performs any other duties as may be assigned by the Head of Public Relations Unit.

3.0 STORE KEEPER (ONE POST)
3.1 Academic Qualifications 
Holder of a form IV/VI certificate with ordinary/advanced Diploma in Materials Management and Supplies with NBMM Profession registration level I with at least two years working experience in reputable organization. 

3.2 Duties and Responsibilities:
3.2.1 Receives and inspects all incoming materials and reconcile with purchase order, processes and distribute documentations with purchase order reports, discrepancies on order received.
3.2.2 Issuing items which require knowledge of specific areas of supply operation and good knowledge of stick characterized by susceptibility to toxicity, Fragility, rapid deterioration, ease damage.
3.2.3 Verifies stock against delivery documents for agreement as to quantities, descriptions, sizes, conditions and conformance to purchase order.
3.2.4 Applies stock keeping procedures and methods in arranging space conducting inventory, estimating needs, and maintaining and preparing records and reports as directed.
3.2.5 Provides answers to questions regarding procedures and resolve discrepancies regarding receipts, deliveries and surplus properly.
3.2.6 Perform other duties as may be assigned by the Head of Procurement Management Unit from time to time.

4.0 COMPETENCIES AND EXPERIENCE REQUIRED FOR HUMAN RESOUCES OFFICER II, PUBLIC RELATIONS OFFICER II AND STORE KEEPER
· Strong relationship building, communication, and problem solving/analytical skills. 
· Must be able to articulate ideas clearly and concisely to staff at all levels.
· Must have strong advising skills, comprehensive understanding of HR principles, in-depth knowledge of employment laws and experience in resolving employee relations issues. 
· Excellent interpersonal, organizational, oral and written communication skills.
· Ability to work independently and collaborate in a team environment and may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
· Knowledge in ICT is essential.

5.0 IT TECHNICIAN (ONE POST)
5.1 Academic Qualifications 
Holder of a Diploma Higher Diploma/Advanced Diploma in Information Technology/Computer Science or any other approved equivalent qualification by recognized institution. Possession of Microsoft Certified Profession (MCP) or Microsoft Certified Systems Engineer (MCSE) certificates will be an added advantage. 



5.2 Skills and Experience of the applicants
5.2.1 Should possess working knowledge of office utility software and hardware and also servers, firewalls and routers setups.
5.2.2 Should have demonstrated experience in software for backups and disaster recovery setups.
5.2.3 Formal qualification in the field of IT and 2-3 years of working experience in a similar role is essential.

5.3 Duties and Responsibilities
5.3.1 Ensure that the IT Infrastructure is fully operational at all times.
5.3.2 Providing IT Helpdesk support to all office users and following best practices and procedures to ensure IT security at all times.
5.3.3 Being responsible for the date and application backups, testing and procedures, and managing the disaster recovery setup.
5.3.4 Arranging and coordinating IT activities with the service providers and the IT team providing unconditional Office support to all users.
5.3.5 Managing the IT networking and connectivity for the entire site, and installing the necessary software, antivirus and operating systems.
5.3.6 Performing periodic computer software and hardware maintenance and ensuring that all data of the Authority are secured.
5.3.7 Performs any other duties that may from time to time assigned by Billing and Data Officer. 

6.0 TERMS OF EMPLOYMENT FOR THE POSTS
Permanent and pensionable.

Business Manager – East Africa Dairy Development, Rwanda


Reports To: Senior Business Manager
Position Location: Nyagatare, Gatsibo, Rwamangana
Our client in the NGO sector is looking for a suitable candidate to fill the Business Manager position.
Primary Purpose: To support the Senior Business Manager with planning, implementation and evaluation of an ongoing program that aims to build businesses and an industry.
The Business Managers role is to be a team leader in dairy business development, directing the implementation of dairy related interventions and anticipating client business needs of the farmer cooperatives. This position entails the provision of business advisory services and training to our clients’ businesses.
Additionally, insightful and entrepreneurial Business Planning and Implementation are core to the role. The Business Manager will necessarily also be a business developer able to develop and lead a team of Business Advisors to create new opportunities and new levels of capability for the EADD clients.
One aspect of this extended role is the Business Manager’s responsibility for overseeing the Business Advisors in all aspects of establishing business development service (BDS) hubs surrounding chilling plants for dairy farmers. This includes supporting the BDS providers to build their businesses, access finance and improve information for decision-making.
This position is over 50% field-based and entails the designing of business concepts and proposals specific to client and industry needs. NGO expects that this position will work closely with other EADD team members under the supervision of the Senior Business Manager to enhance client’s benefits and leverage related interventions. The position will also involve close collaboration with our development partners in the successfully implementation of joint activities.
Major Responsibilities
Program development
  • Contribute to rigorous industry and client diagnostic to identify new industry and client opportunities
  • Support development of annual program portfolio plans for industries of focus, detailing new business opportunities and priorities.
  • Support new business development in coordination with Senior Business Manager, including concept papers and proposals for industries of focus.
Program planning
  • Define the scope and projected impacts of program in collaboration with the Senior Business Manager
  • Create a detailed work plan which identifies, prioritizes and sequences the activities required for successful delivery of the program.
  • Determine and mobilize the resources (Eg.  Financial, people, data and information) required to deliver the work plan activities
  • Review the program work plan and resource requirements with the Senior Business Manager and all other staff that will be affected by the program activities; revise the schedule as required
  • Set own annual individual performance goals in coordination with Senior Business Manager, detailing project specific and personal development objectives and ensure all Business Advisors complete their individual performance goals in a timely and comprehensive manner.
Program implementation
  • Develop deep working relationships with the client’s leadership team, smallholder farmer leaders, and other key industry stakeholders
  • Assess and understand the client’s economic, organizational and political factors related to the program and the NGO’s role
  • Lead value chain analysis that identifies value chain improvement opportunities (Eg. Production inefficiency, distribution, sales & marketing etc)
  • Manage rigorous, financial, business case, statistical and other quantitative analysis to substantiate the value chain findings
  • Lead team in developing and assessing initiatives to improve value chain efficiency and profitability
  • Lead training and development of clients, smallholder farmers and other stakeholders involved in the program
  • Plan, create and deliver well-structure communications and coach team members to create written and oral communications for the highest impact
Program management
  • Document program performance against plan and provide regular status reports; highlighting success, as well as specific strategies needed to mitigate/remediate issues of concerns
  • Review the work plan and make adjustments as necessary to ensure the successful delivery of the program
  • Establish a communication schedule to update stakeholders including appropriate staff in the NGO on the progress of the program
  • Review the quality of the work completed by the program team on a regular basis to ensure that it meets the organization’s standards
  • Monitor program expenditure in accordance with budget and the organization’s policies
Program monitoring & evaluation
  • Define the objectives and measures upon which the program will be evaluated against in collaboration with the Senior Business Manager (Eg. ROTI, Revenue, Sales etc.)
  • Lead development of processes / system to track program data necessary for monitoring, evaluation, and reporting
  • Manage the capture and validation of the program baseline data necessary for evaluation
  • Manage the tracking of data necessary to assess program performance against set objectives and measures
  • Lead program performance evaluation and identification of obstacles that are restricting the program’s ability to achieve the set objectives
  • Ensure program data and reports are transmitted to the M&E person on a timely basis
  • Ensure that program deliverables are on time, within budget and at the required level of quality
  • Proactively raise issues of concern with the Senior Business Manager

Requirements
  • A Bachelor’s degree, with an advanced Business degree preferred.
  • Demonstrated skills in financial management will be an added advantage in providing disciplined business counsel to clients.
  • Knowledge of animal production issues and agricultural value chain operations is a real advantage. While dairy-specific training is not mandatory, qualifications in dairy technology, agricultural economics or any other relevant field with at least five years proven business development management experience would be an ideal profile
  • Self-starter who displays ownership of results with demonstrated ability to work collaboratively in small teams, ability to prioritize tasks and to work under pressure with minimal supervision.
  • You preferably have at least 2 years of marketing or technical experience in partnership development that achieved results relevant to the establishment and support of the planned BDS hubs.
  • You are a team developer, able to assess the needs of your talented but diverse team, to prioritize development needs at both individual and at process levels, to enable individuals to align around shared goals, and to proactively develop and implement a program that lifts individual and team effectiveness.
  • Proven track record of developing simple business plans and ability to develop complex business plans
